Government websites are important platforms for relevant government departments to publish government information,policy documents,respond to concerns,interaction service,and data queries on the Internet.In the process of development,there are also some problems,such as the low usage rate of website,the different level of website security management and the high cost of website construction.In order to effectively solve the problems of decentralized website construction and data islands,the State-owned Office issued and issued an intensive pilot work plan,and explicitly proposed the use of new technologies such as cloud computing and big data to build an intensive platform.The intensive method can reduce government costs,improve service efficiency and promote "Internet+Government Services" development.The new technology brings convenience and new technology risks.At the same time,government websites are often attacked for storing important information.Therefore,it is of practical significance to carry out project operation and maintenance risk management research on the intensive platform of the government website.Based on the background of the intensive construction of the government website in the pilot area,the operation and maintenance risk management of the intensive platform of the N city government website is selected as the case study object.Based on the project risk management theory,the risk management research on the platform operation and maintenance process is carried out conclusion as below:(1)Introduce a basic introduction to the intensive platform and project background,and initially identify the risk factors in the operation and maintenance management of the project through WBS-RBS matrix analysis.Combined with the application of new technologies,a combination of expert interviews and questionnaires were used to identify risks twice,and relevant expert opinions were used to adjust risk categories and risk factors.Finally,four categories of environmental risk,management risk,security risk and technical risk are obtained.There are 19 risk factors for service operation and maintenance business replacement risk,personnel management risk,network security risk,platform deployment risk,etc.(2)AHP is used to systematically evaluate the identified risk categories and specific risk factors,and the corresponding weights of each risk category are obtained.The weight values of each risk factor in the same level of risk category and the entire operation and maintenance management.The risk factors are sorted,and it is concluded that the weights of network security risk,data security risk,and personnel management risk exceed 10%,and a total of 8 weights exceed 5%,which are mainly distributed in the categories of network security risk,technology risk,and management risk.(3)Through the fuzzy comprehensive evaluation method,combined with the weights of risk factors obtained by AHP,the matrix product fuzzy operator is used to calculate the comprehensive risk level and comprehensive evaluation score of project operation and maintenance management risk.Finally,the risk operation and maintenance of the intensive platform project was determined to be medium risk.(4)According to the evaluation results,the operation and maintenance risk management is classified and managed,and the operation and maintenance risk management countermeasures are put forward for the risk factors that the total weight of risk factors exceeds 5%and the experts think that they belong to the middle and high risk range.
