China continues to strengthen the system of civil servants and reform the system of it.However, compared with business organizations, human resource development and management is relatively backward in governmental organizations, particularly for grassroots civil servants. With the deepening of the reform, the new generation of civil has been used as an important force; some of them have gradually embarked on a leadership post, and afford more responsibilities. Even the new generation of civil servants thinks outside the box, some of them are utilitarian. They pursuit material life excessively and they are lack of social responsibilities, hence are regarded as controversial generation. Therefore,the new generation of civil servants has their typical character; they should be paid more attention to enlarge their advantage.This dissertation focuses on the new generation of civil servants in ZS city. With application of Maslow’s hierarchy of needs and theoretical models of dimission, the questionnaire concentrates on the working satisfaction of new generation of civil servant and their turnover intention. With data analysis and large-scale surveys, the dissertation mainly solves the following three aspects. First of all, problem of working satisfaction of new generation civil servants and the influence of it are being discussed. Secondly, the dissertation will discuss the turnover intention of new generation of civil servants and reasons of it. Finally, the relationship of working satisfaction of new generation of civil servants and their turnover intention will be analysed. According to the survey, relating management measures are generated. Based on national policies, laws and regulations, an appropriate increase in the income level of the new generation of civil servants is recommended; promotion system should be more scientific and fair. For interaction, cooperation and interaction between all generations of civil servants should be strengthen the training system should be improved. At the same time, ideological education of the new generation of civil servants are to be strengthen, and to create a fair working atmosphere. For working satisfaction, according to the survey, solutions should be generated to the points.This dissertation investigated the working satisfaction of new generation of civil servants, analysed the turnover intention of them. It was referable and valued for research in relating theories. Based on the working satisfaction of new generation civil servants in ZS city, solutions were given according to their low working satisfaction which results in turnover intention. It was a valuable research for other similar departments which could be referred for adjusting their relating policies to manage all new generation civil servants.
