The civil service system is one of the major contributors to the economic or social development of the country.In recent years,civil service reform covers a wide range in change of management.As the private sector grows,competition for skilled and qualified employees has become more and more powerful.However,the employment of public sector and maintaining skilled employee is still the main objectives for developing countries.Human resources are the most incomparable resource compared to other resources.Specially,civil servants are the cornerstone of the public sector.There is study show that most of the civil servants are dissatisfied with their work because of their salary,incentives and low security of job etc in Mongolia.Furthermore,it is observed that the number of turnover of civil servants has increased in Mongolia.The downward trend of stabilized employees would bring the shortage of skilled employees,furthermore will negatively affect the organization's success and normal functioning.Therefore,in terms of the employee turnover intention has become one of the main issues in the public sector today and there is a need to study on organizational motivation and job satisfaction of the civil servant as well as the reasons of turnover intention.Therefore,doing research on the satisfaction of civil servants can help identify the factors affecting their current job satisfaction in Mongolian public sector.So the main goal of the research is to define the impact of organizational motivation on job satisfaction of civil servants,to find the influence of job satisfaction on turnover intentions of civil servants and also to study the impact of organizational motivation for civil servants on turnover intentions of civil servantsAccording to various literature reviews,it has been generally noticed that the civil servants in public sector are not satisfied with their jobs due to the relative salary satisfaction,promotion opportunity,working environment and job security.But there is lack of study about those factors how much affect their turnover intention in Mongolia.Therefore,it is necessary to study more and explore whether these general statements are true or not.If civil servants are dissatisfied with their jobs,what are the causes that contribute to this job dissatisfaction among them? What are the main factors affecting their turnover intentions? Once these reasons are identified,proper actions may be taken by organizations in public sectors to improve the stability of civil servants.Software package SPSS Statistics has been used to analyze results of questionnaires which are collected from 143 civil servants who work in all four public sectors in Ulaanbaatar,Mongolia.Data have been interpreted by frequency analysis,descriptive analysis,factor and reliability analysis,correlation and regression analysis.Based on research findings,the main result is that organizational motivation has influence on job satisfaction of civil servant.Specially,organizational motivation factor such as working environment were found to have a most impact on job satisfaction than salary and promotion opportunity.But job security was found to have no impact on job satisfaction.Furthermore,organizational motivation has influence on turnover intention of civil servant.Salary and working environment were found to have a most impact on turnover intention than promotion opportunity.But job security was found to have no impact on turnover intention of civil servant in Mongolia.Also our study shows that job satisfaction does not mediate the organizational motivation – turnover intention relationship.So the research nine hypotheses were adopted and three hypothesis were not adopted through by result of reliability analysis,factor analysis,correlation and regression analysis.Based on results of research,a number of recommendations have proposed how to improve organizational motivation to be satisfied and also to reduce turnover intention of civil servants in Mongolia.
