In recent years, has changed many of the advanced countries in the public sector management. The strict hierarchy of public administration stiff, bureaucracy organization form once dominated the twentieth Century long period, now from the "new public management" revolution began, turning into public management of flexible, market-based forms. In the guidance of the new public management theory and equity theory, on the understanding of the civil servants to rise to a special labor relations, namely, civil servants also workers engaged in labor, and obtain the corresponding reward. Therefore, take the enterprise management in the way of civil servants shall. In the "Civil Servant Law" after the generation China, civil servants appointment system formally into the eyes, made the corresponding pilot in local government of China’s Jilin, Shanghai area. Therefore, the implementation of civil servants appointment system slowly become a kind of inevitable trend.The process of these pilot increasingly reflects official appointment system appeared the corresponding problem:the implementation of limited scope, the lack of long-term, lack of justice and neglect the cultivation of problem. Recommended to further promote the management system of our country local government civil servants staff continue to improve.
