With the development of globalization and informatization, it is difficult for the traditional bureaucracy to play roles in the civil service management system structure since1970s. Some problems the system exposed such as low efficiency, overstaffed organization and jumbled personnel cannot be ignored. To solve these problems, some western developed countries have set off a series of administrative reform movement, and the movement is just promoted in these new public management theory thought. Under the guidance of new public management theory, people have new light on the relationship between civil servants and the executive. They are increasingly recognized that although the executive civil servants belong to national public officials, the relationship between civil servants and public administrative authorities is actually a kind of labor relations. This is civil servants are also the workers, they are paid fair wages for their work. Therefore, it is much more effective for the civil servants to be adopted by the method of the enterprise management. Accordingly,"Permanency duties" which is in the traditional bureaucracy has been impacted by the reform. Civil servants’employment system would come into being which is introduced of corporate management and based on the market competition mechanism. The new personnel system reflects a certain effect, such as reducing personnel costs, improving efficiency and being more flexibility and agility. Therefore, the implementation of the civil service employment system is becoming an inevitable trend of civil service reform. At present, government employees make up a larger proportion in the civil service.Domestic and international political and economic and cultural environment turns increasingly complex, which puts higher requirement to the administrative capacity of the executive and the Administrative reforms that aims at improving administrative efficiency should be imperative. Our country also absorb the theoretical results of the advanced western developed countries and research the appointment of civil servants and get some results since the beginning of the1980s. However, for lacking of relevant laws and regulations and the ideological shackles of people, in the specific implementation process, China’s civil service appointment remains various problems to be solved and failed to effectively execute in large-scale in the country. The official issue of the "People’s Republic of China Civil Law" on January1,2006, which makes a clearly definition to the civil service jobs range in the appointment, management practices and dispute resolution mechanisms, provide a legal basis for the implementation of the appointment of civil servants. But, basing on the fact that our country’s implementation of civil service appointment is still in the pilot stage of exploration, that the relevant theoretical research is not deep enough, that laws and regulations related systems are still inadequate and the supporting reform of the system is also lagging behind, it is a long way to go to improve our civil service appointment.Therefore, this article attempts to propose reasonable suggestions on the basis of studying the existing theoretical research from the insight of both theoretical basis and practical experience for the improvement of China’s civil service appointment. First, the paper explores the meaning and rationale of Civil servants’ employment system, and compares it with other similar systems and theoretically analyzes it from the perspective of new public management and new public service theory. Secondly, the paper elaborates, the implementation of the motivation, the present situation, existing problems and the causes of problems of the system. According to this part of the paper analysis, we clearly know that the implementation of the civil servants’ employment system in our country is a kind of inevitable trend, and from the angle of system design and pilot around two understand the implementation status of our country’s civil service system. However, there is some problems that cannot be ignored, such as small scope of implementation, operation is not standard, the implementation process there is blindness, and attaches great importance to the introduction but ignore the use and develop, etc. Then, this paper analyzes the causes of these problems from the traditional idea, theoretical research, the laws and regulations, supporting system, role in five aspects. In addition to, the paper mainly introduced the reform experience which recommend form the Germany Hong Kong area, and expect to constantly improve the civil servants’ employment system in our country. Finally, this paper provides the countermeasures and suggestions of perfecting our country’s civil service appointment system. Mainly aiming at the problems in the implementation of the civil servants’employment system in our country, and draw lessons from advanced experience which come from Hong Kong area and foreign countries, put forward from the break traditional concept, strengthen the theory research, perfecting legal system, provide the necessary reform of the system, strengthen the management of civil servants in five aspects to improve our country civil servants’employment system.
