With the advancement of the process of modernization gradually, the total cumulative socioeconomic constantly increased and brought to the public wealth and material prosperity of society, at the same time, the process of modernization also been presented many problems, social justice continues be pulled great. Vulnerable street children is emerging in this context, they are a group of people being abandoned in this society, disadvantaged groups have not grown up, faced with rejection and from all walks of life in all kinds of danger. They only get temporary relief and government services, but rarely get personal attention and care from other social organizations. Institutional aid is the main way that help street children in our country at present, such government’s relief is inadequate in some places caused a more serious consequences that government’s legitimacy has been questioned.Because of the feature of "wandering", Street children walk between every city in this country, as a group, they have some common features; however, vast differences between the various regions and provinces in China significantly, especially between eastern, central and western gaps exist in varying degrees of economic development and cultural identity, street children are also affected by the environment and show different regional characteristics, relevant government agencies in the rescue of street children there are highly localized color. As a group of street children in the children grow up, what their current living conditions, the social roots of "wandering" behind this act where and how the process of relevant government agencies to implement rescue policy, what are the problems in this process, What factors affect the relief effect, and which measures can be used to improve the effectiveness of institutional aid, which is the focus of this article to explore the issue.This paper as Guiyang City an example, through interviews and reading all kinds of information to know about the number of street children in Guiyang, gender education level, origin, the way of life before were helped, and the dangers encountered and exclusion preliminary understanding. Street children is a social problem, which makes his produce must be the result of many factors working together, the direct and underlying causes come from families,they are also affected by local economic development and street children themselves. The high number of street children prove that government’s bailout and the implementation of the policy have problems, the traditional aid model is flawed, these issues part of the object from the bailout-street children, they have a certain deviation on the understanding of current aid policies and measures, but also take to aid agencies and staff harm, such harm, in turn, acts on the rescue of street children; greater portion of the problem comes from the staff of aid policy and aid agencies, it’s difficult to discover, convince and placement street children, inadequate capacity relief in aid agencies and the quality is not high and the lack of follow-up services.And through the survey found that many factors adversely affected by the presence of the system environment for rescue street children; street children has its complexity, it is difficult to meet the needs of aid policy in various places; policy resources aid agencies is always in a state of insufficient supply; staff and relief agencies to avoid the risk of taking extreme style rescue mode under pressure system; the organizations which bear the responsibility of relief difficult to communicate and strengthening with each other,these are the implementation of aid policy factors arising problems. This is fit Miter-Horn’s policy implementation process model, therefore, take this article as a theoretical model of the process based on the analysis.Finally, the author suggests the perspective should be executed and governance institutions to work together to rescue street children better, street children rescue establish contact system, seeking long-term cooperation with university teachers and students, and to respect the rights of street children and inspire participation and enhancement of contact and cooperation between agencies to improve the effectiveness of aid agencies; and sound limited liability and government law, established in the positive interaction between citizens and social organizations to foster and improve the long-term and are looking for more in-depth assistance to establish and improve systems.
