With the rapid development of economy in our country after reform and opening up formally entered the transition of social structure in our country. Due to the economic progress and social development are not synchronized, leading to social problems emerging in recent years, such as family environment complex defects, education and proper social security system, the accumulation of many adverse factors causing street children number increased year by year, street children problem has become an international problem. In June 2003 as the" Measures for urban vagrants and beggars" has been issued, street children problem nationwide attention. Throughout the country according to the requirements of the help file policy, combined with local actual situation, to establish rescue site to carry out the different characteristics of street children rescue mode. By 2014, there are 1547 aid stations across the country, including 274 with street children rescue center, each year more than 100000 homeless children get temporary relief.In this paper, using literature method, observation method and interview method. By reasonable use of thesis research methods, draw lessons from foreign street children study of successful cases, timely and comprehensive understanding of street children rescue mode and the rescue method. Through reading lots of related papers, for thesis writing tidiness and to lay the theoretical foundation, understanding the basic situation of street children and the current problems in rescue mode, and put forward improving Suggestions in the thesis. This paper through the research of Dalian city street children rescue mode, its theoretical significance lies in the expansion of the channels for the research of the street children rescue mode and research methods of street children, providing new ideas for the research on the problem of street children and a new perspective. The practical significance is to make more homeless children get substantial rescue, having the ability to adapt to society. Promoting the more perfect of aid policy, less street children, reduce the social unstable factors.Based on the research perspective of policy implementation to street children rescue mode in Dalian as the research object, through to the relief stations in Dalian over a period of time investigation study found. Currently in Dalian "family" oriented mode of social relief is a kind of temporary relief, only provide temporary accommodation and escorted home, and the living environment of children and family situation has not been a fundamental change, cannot produce far-reaching influence to street children, street children rescue effect was not significant, repeat the stray rate has been high. So Dalian rescue mode to the "return" as the guidance of psychological relief model, solve the psychological barriers of street children, cultivate street children survival skills, change the living environment street children, after the street children out of the relief stations can be fully integrated into society.This paper, taking Dalian salvation mode by "return home" to "return to society" as the main line, from assistance policy, assistance subject, the ruling environment and the perspective of social participation problems of Dalian city street children rescue mode, and four aspects put forward suggestions for improvement. This paper argues that although the relief stations in Dalian street children rescue management has achieved certain success, such as the successful salvage a large number of street children, works in innovation, but temporary relief pattern can’t solve the fundamental problem of street children, the current rescue mode still has a lot of problems and difficulties, such as the policy implementation process is not clear, the mismatch of coordination and collaboration between government departments. Rescue effect unsatisfactory, such as the target group accurately confirm and repeat the stray rate is still high. The following reasons, in the policy design quality is not high, executive main body ability not effort, bad policy execution environment, lack of social forces to participate in. Therefore, effectively for the street children groups to rescue, must improve the rescue management policy, improve the ability of executive main body, optimize the environment of policy implementation, and encourage the public to participate in four aspects to be improved.This paper based on the research of the street children rescue mode and make proposal, to make more homeless children get effective rescue, to educe the generation of street children.To make those street children an early return to a normal life, feel the warmth of family and society.
