Therefore, consummating local legislative system on sports and adding the step of estimation after legislating is an urgent matter and important safeguard for the development of the local sports career and legislation.Nowadays, because most local governments do not estimate after legislating, so is imperative to make laws to guarantee this step. Through consulting and inducing relevant materials about current system of estimation after local sports legislation, home and abroad, as well as taking on the "frame construction” for Hebei province, passage based on the character of sports development, brings up the system of estimation after sports legislation.In order to study the system, this passage uses the method of documentary analysis, logical analysis and expert interview to collect and analyze data. And the conclusion turns out to be that, for One thing, at present, this system has not been perfect, for another, there are more problems about sports legislation in Hebei province, such as long period of legislation, poor operability, not enough attention on local sports color, negativity on the use of legislative power in local sports department. Consequently, in the future, we should lay down and attach importance to the system estimation after sports legislation to make sure the effective implementation of local sports legislation. I also discuss the legislation assessment for local sports in real circumstances so as to illuminating the significance, purposes and methods of the research.In the second part, through selecting and collecting existing systems of domestic and foreign legislation assessment, I summarize the common grounds and differences about the current situations of legislation assessment and legislation assessment for sports in Germany, England, Japan, Shanghai, Chongqing, and Gansu, thereby developing the system of legislation assessment by picking out these common grounds and ensure the universal of the system.In the third part, I analyze the current legislative situation and system for local sports in Hebei province; find out the advantages and disadvantages of the legislation in Hebei; dissect the problems relating to the sports development and legislation of Hebei.In the fourth part, I integrate previous legislation assessment system with the development features and legislative actuality in Hebei province, taking appraised subjects, objects, procedures, methods and index as major outlines to formulate the system of local legislation assessment in accordance with the development of Hebei sports legislation.In the fifth part, with the assessment index of this system, I summarize and evaluate the two legislations, shown as text.
