Research On The County(City,District)-Level Education Union Construction Of Hebei Province

As a working class masses organization which is leaded by the CPC and formed voluntarily by the Chinese workers and staff members, China’s Trade Union serves as a bridge between the CPC and worker masses and it is also an important social support of the state power. The organizations at all levels have explored a development path of Chinese characteristics socialism trade union during the long-term historical progress, and they have continually made a great improvement in practice. Leaded by the CPC, China’s industrial union is a working class masses organization which combined with voluntary industrial workers. China’s earliest workers movement is from the industrial union. It is the origin and the initial process period of the Federation of Trade Unions at all local levels, which are the historical products of China’s Industrial Union, when they were in a certain historical period. It is the vital part and force of China’s Trade Union. Chinese Educational, Scientific, Cultural, Medical and Sports Workers’ Union is a special industrial union whose main body composed of intellectuals. Chinese Educational, Scientific, Cultural, Medical and Sports Workers’ Union(Educational Union) is a significant and exceptional part of China’s Industrial Union. While County’s(City’s, District’s) Educational Trade Unions are trade unions which are the most advanced and are at the front line. Studying how to construct County’s(City’s, District’s) Educational Trade Unions in the new situation, continuing straightening out the management system of organization, and exploring and researching the problem of the construction and function of the institution and industrial unions in the new situation will enrich and improve the Chinese characteristic socialist trade union theory content to a higher level.This thesis selects the Educational Trade Unions of County(City, District) in Hebei province as the research objects. The content involves some specific ones, such as, institutional setup of County’s(City’s, District’s) Educational Trade Unions, the cadre management configure, the management of trade union funds, the service of absorbing members and the function. By a detailed elaboration and a deeper analysis on the construction of County’s(City’s, District’s) Educational Trade Unions in Hebei Province at present, it mainly solves the systematic and institutional problems which limit the function of the County’s(City’s, District’s) Educational Trade Unions. The setting of the union mainly works on straightening out the relationships between County’s(City’s, District’s) Educational Trade Unions and their higher level unions, and the Local Federation of Trade Unions and the Administrative Department for Education. The cadre management configure mainly solves the cadres’ political, economic treatment problems and their production modes. Trade union fund is the foundation and the material guarantee of activities organized by the unions. They need focus on resolving the problems of the use and management of funds. Members are the basis and vitality of the union. Solving issues, like how to construct and join in the union, and absorbing what kind of staff to the union, is beneficial to make the union more attractive and coagulative. Playing a functional role is the ultimate purpose and mission of the union. It aims at serving all the members, safeguarding the legitimate rights and interests of staff, and promoting the scientific development of education career.By questionnaire, the statistics and information from the colloquia, this thesis comprehensively and dialectically analyzes the current situation of the organizational building of County’s(City’s, District’s) Educational Trade Unions and the related works which the union has carried out. While praising the significant achievements made by the County(City, District) Education Trade Unions in Hebei province, it focuses on seeking the matters exist in the County(City, District) Education Trade Unions in Hebei province and puts forward the effective ways to study. At the same time, by using the method of comparative analysis, the author compares the difference between different provinces education trade unions in construction model(system) currently, then analyzes and takes advantage of reasonable points of other provinces.The last part of the thesis, from 4 aspects, the author puts forward countermeasures and suggestions for the County’s(City’s, District’s) Educational Trade Unions in Hebei province to strengthen and improve the construction. The author hopes it can have certain reference value in how to straighten out the administrative system, strengthen the management of funds and play a better role. Meanwhile, the author hopes to give some constructive reference opinions on the institutional reform of Chinese Educational, Scientific, Cultural Trade Union organizations.
