The Impact Of REACH Regulation On China’s Textile And Clothing Exports To The EU

As the traditional profession, China’s textile and clothing industry plays an integral part in export trade. Meanwhile, as China’s largest trading partner, Europe is also the main export destination of China’s textile and clothing industry. Obviously, EU policy will have a significant impact on China’s textile clothing export. REACH as the latest revised regulations by EU, is regarded as the most effective and complex regulation that involves a broad range of industries. It is not only limits in the chemical industry, but also became the barrier of China’s textile and clothing industry. Therefore, the study of the REACH regulation has practical significance to China’s textile and clothing industry.In order to analyze the influence mechanism of REACH to China’s textile clothing export, this paper firstly use the qualitative method combing the technical barriers to trade and technical regulations, deeply analyses the concept, essence of the REACH regulation and define the scope of the industrial chain. Secondly, through the perspective of game theory, using economics method, this paper deduce the existence of the REACH regulation in the practice of foreign trade under the dynamic change process of the technical factors and cost factors. The whole process can be regard as a cycle of "zero-sum game". When implement the REACH regulation or update a new technical requirements, it will block the path of parts export commodities to the EU market in short period,, but in the long term, and it will turn out to promote the technological progress and improve the trading situation. Finally, by using the basic principle of economics and combining the realistic data analyze in detail on the impact of Chinese textile export, meanwhile, through analysis on the impact of Chinese textile export of the REACH regulation, this paper study the countermeasures from three perspective of macro, medium and micro. On the macro level,government should promote the formation of regulations and readjust the industrial structure of textile industry. On the medium level, industry itself should assist the government to revise the technical regulations and standards system, establish a warning system for the industry. On the micro level, enterprises should aware the necessity of product structure upgrade, establish the sustainable development idea, and strengthen the research of REACH regulation, only in this way can textile enterprises overcome the technical obstacles.
