The fifth national census report in 2000 implied that in our country, the amount of the aged people has made up 10% of the total population, which showed that China has officially stepped into an aging society. Meanwhile, the structure of population has transformed from the pyramid style to the spindle type. Under the comprehensive background, China’s long existence of the official retiring age is confronted with unprecedented pressure and challenge. Consequently, it is urgent to approach the postponed retiring age, cultivate the aged human resource and thus take full advantage of it.Judging from the static angle, the paper refers to life-cycle hypothesis, Maslow demand theory and demographic opportunity approach as its theoretical backup. And the same time, the paper, from the dynamic perspective, expounds the whole history of China’s postponed retiring age with a timeline. Actually, there does exists many problems concerning the issue of postponed retiring age and cultivating the aged human resource. The paper analyzes the social contractions on this topic and lays the macroscopic foundation with the empirical and comparative analysis for it. It also makes great efforts to seek the possibility and feasibility of cultivating the aged human resource and further consolidates the points with deep analysis on many factors such as aged human resource reserve, physical condition, education degree, willingness to return to labor force market and the transforming concept of spending the years after retirement. It also draws lessons from the advanced experience of Japanese, the USA and Western European countries. In the last chapter, the paper emphasizes a series of specific theoretical suggestions including legislative measure, adjustment of industrial structure, establishment of the platform providing service and stable resources pouring to the refined salary systems.
