Since the 20th century, the aging of population has become a common problem all over the world. The concept of "Active Aging" proposed by the World Health Organization which urges the elderly back into social participation and clearly points out that elderly people are significant experienced and have advantages of social relationship in human resource. In this context, China begins to advocate and establish a positive view of aging population, and pays attention to the value of the elderly human resources that strives to develop the elderly human resources and promotes social participation of the elderly in a specific way, under the special conditions of our country. The Outline of the "12th Five-Year" program for the development of China’s aging industry puts forward that elderly people have active roles in community services, educating the next generation, mediat ing neighborhood disputes and family conflict, and keeping maintenance of public order. The outline clearly points out the important role of the elderly in the community service, and requires us to combine the specific work of the development of elderly human resources with the development of community services. The development of elderly human resource in community service is the active and rational choice for population aging and a quality program of making full use of the elderly human resources, which can greatly enhance the quality and level of service to the community, and promote the development and progress of the whole society.This article chooses the development of elderly human resources as the research object under the background of Active Aging, and through the research puts forward the general policy recommendations. This article fir st expounds the definition of the development of elderly human resources in community service, analyzes the theoretical base according to the theory of Active Aging, the community autonomy theory and Maslow’s hierarchy of needs, and analyzes the logic relation and necessity of community service and the development of the elderly human resources. It then discusses the status of elderly human resource development of community service in China, pointing out problems in it which are low-level development problem, unbalanced development problem and in-comprehensive development problem, and from five aspects analyzes these problems of reasons in detail. Finally, drawing on the useful experience from United States and Japan, combined with the actual situation in our country, it proposes the strategic conception of community service in elderly human resource development in China respectively, from three dimensions of government,community and the elderly themselves. This paper aims to study the development of human resources of the elderly in community service, explore and standardize a social participation path to realize the value of the elde rly, that is, through participation in community service, making full use of the experience and competence advantage of the elderly, mobilizing their participation enthusiasm, and rationally using the elderly resources, which effectively develop elderly human resource, improves the level of community services and promotes the overall progress of the society at the same time.
