| Earthquake is a very destructive natural disaster,it may lead to serious consequences,threatening human life safety and health development.Faced with the increasingly severe earthquake disaster,we must adopt timely and powerful measures to minimize casualties and property losses,which is an important issue that the global government has to solve.The practice of earthquake relief at home and abroad for many years has proved that after the occurrence of earthquake disaster,the rescue system with a complete emergency management system is needed to save lives to the maximum extent and reduce disaster losses,which is also a manifestation of the joint efforts of the government and the state.This puts forward clearer requirements for the construction of China’s emergency management system.At present,such research theories and guiding practice are relatively weak.Against this background,this paper takes the earthquake disaster emergency management system of J County as the main line,and through literature research,analysis,induction,investigation and research,first collates the research trends at home and abroad,focusing on the interpretation of the relevant theoretical concepts of the earthquake disaster emergency management system,This paper points out the current situation of the earthquake disaster emergency management system in J County and the three problems of weak earthquake emergency handling capacity,misplaced functions,overlapping responsibilities,fragmentation,and coordination difficulties,and analyzes the reasons for these problems as the loopholes in the organization system of J County,the insufficiently rigorous system construction,and the unclear rights and responsibilities between departments,and from improving the earthquake disaster emergency management organization system The countermeasures for the existing problems of earthquake disaster emergency management system are proposed from three aspects of perfecting and refining the regulations and systems of earthquake disaster emergency management,and establishing the comprehensive management of earthquake emergency. |
