| Chinese Communist Party’s inspection tour system is an institutional innovation in implementing the requirement of strictly administer the party, strengthening inner-party supervision under the new situation, which has made an unprecedented results in supervise inner-party leading cadres. Especially since Eighteenth Chinese National Congress of the Communist Party, the CCP Central Committee have been attaching great importance to the inner-party inspection tour system, the CCP Central Commission for Discipline Inspection revised Chinese Communist Party Inspection Tour Regulations. The CCP Central Committee also have established the central principle of inspections, determined political position. Under the strong leadership of the CCP Central Committee, inspection innovated ways of working, explored the special inspection and the “look back”, paid close attention to applying and rectifying the outcome, formed a central government and provinces inspections linkage, strongly curbed the momentum of the spread of corruption. How Inspection to achieve these results, how the effectiveness of the inspection tour system, and whether there are still effectiveness insufficient, how to further enhance the effectiveness of the inner-party inspection tour system, these problems are worthy of our depth study.Under the background of promoting national governance system and governance modernization, studying on the effectiveness of the inner-party inspection tour system, on the one hand, is a supplement and exacerbation to the exiting inspection tour system research. On the other hand, it will help us to grasp the effectiveness of the inspection tour system to play the internal mechanism and laws, and to promote the modernization of the inspection tour system and provide theoretical support for the reform of the inner-party supervision system.This paper is divided into five parts:The first part is the introduction. Introduce the background and significance of the topic selection. Review the research of Chinese Communist Party’s inspection tour system, and also present research methods, innovations and shortcomings.The second part sets forth theoretical concepts of the effectiveness of Chinese Communist Party’s inspection tour system. This chapter analyzes the effectiveness of the system and defines the meaning, content and evaluation criteria of the Chinese Communist Party’s inspection tour system.The third part introduces the development and changes of the Chinese Communist Party’s inspection tour system. Carding the development in democratic revolution, the new era of reform and opening up. Analysis the functional role played by the various stages of the inspection tour system and the presence of imperfections.The fourth part is an evaluation to the effectiveness of the inner-party inspection tour system. This chapter analysis the effectiveness of the inspection system with seven criteria. They are objects and tasks, inspection and organizational, strength and intensity, work efficiency, the numbers of problems and clues, outcome applying, public attention, participation and satisfaction. I also analyzed several aspects of the effectiveness insufficient, the main problem is the organization system, the efficiency of inspections, the outcome applying, public participation and satisfaction issues. Therefore, we need to develop the effectiveness of the inspection tour system further.The fifth part is Strategies for enhancing the effectiveness of Chinese Communist Party’s inspection tour system. For the results of the effectiveness analysis, I attempt to give some countermeasures. We should promote the inspection tour system practice with the concept of effectiveness; perfect inspection organization system and explore Chinese provinces cross oversight; enhance the efficiency of inspections and eliminate interference factors; promoting outcome applying, in coordination with the judicial power; strengthen security mechanism for democratic participation, improve public satisfaction; combine with constitutionality to establish long-term mechanism. |
