| Since the 18th National Congress of the Communist Party of China(CPC),under the leadership of the CPC Central Committee with Xi Jinping at the core,socialism with Chinese characteristics has entered a new era.An inspection tour mechanism,as an important way of strengthening Party capacity building,promoting fuller and stricter supervision,and maintaining disciplines,is taken to serve as a strategic institutional arrangement for inner-Party supervision and endowed with a new mission of the times.This inspection tour mechanism of the CPC originated from traditional Chinese political cultures,and gradually took its form,developed and improved in the practices of the revolution,construction and reform by the Chinese people under the leadership of the CPC.The mechanism has played an irreplaceably significant role in intensifying the Party capacity building,strengthening the Party's organization,implementing its instructions,maintaining its disciplines,bettering the atmosphere within the Party,and forging a closer tie between the Party and the people.Especially after entering the new era,the CPC Central Committee with General Secretary Xi Jinping at the core has attached greater importance to inspection works.After each round of disciplinary inspections by the CPC Central Committee,Xi Jinping would always chair hearings with the Political Bureau of the CPC Central Committee or its Standing Committee,where he hears reports,makes speeches,gives instructions and rolls out further work plans.With innovation pacing its practice,mechanism and theorization,the inspection work has achieved fruitful outcome.Practice-wise,direct central leadership is beefed up once target and orientation of disciplinary inspections are clarified,and inspection rounds are issue-centered,with a pool of group leaders to choose from.Specialized inspections are made with“one authorization for one round”specification plus“three non-fixed”for flexibility.Special disciplinary inspections have taken such forms as“general patrols”,“pinpointed visits”,“return visits”and“random outings”.In emphasis are political accountability and application of previous disciplinary inspection achievements.Now one term of office has succeeded in fully covering the office's jurisdiction which is duly incorporated into the countrywide inspection mechanism.Mechanism-wise,the CPC has twice revised its inspection outlines,formulated relevant supporting regulations,and set up"ten coordinations”,to form the fundamental its disciplinary inspection mechanism.Theorization-wise,the Party has been fleshing out its inspection ideology with Xi Jinping's thoughts on disciplinary inspections,the CPC Central Committee's guidelines for disciplinary inspections,and inspections-for political accountability practices.Since the 19th National Congress of the CPC,the disciplinary inspection work has been furthered.The new Party Constitution pens down supervision and inspection in a special separate chapter;the CPC Central Committee has drawn up a five-year plan for its disciplinary inspection work,and disciplinary inspections have been incorporated into the supervision system of the Party and the state.A pattern of power supervision,featuring coordination among disciplinary inspection and supervision,among administrative and stationed supervision,is taking shape.As of March 2020,the 19th CPC Central Committee has conducted four rounds of disciplinary inspections,which have creatively included inspection rectification and poverty alleviation in its agenda and achieved sound outcome.At present,the inspection work,under the strong leadership of the CPC Central Committee,adheres to its original faith without failing its mission,and keeps innovating and moving forward on the road of safeguarding the authority of the CPC Central Committee,upholding fuller and stricter Party supervision and realizing self-purification of the Party.The inspection work is an on-going task.Although it has made a series of remarkable achievements,it is still in the process of innovation,development and continuous improvement,with many aspects to be further improved such as organizational structure,institutional set-up,working mechanism and theoretical research.This paper adheres to the Marxist world outlook and methodology,and is based on traditional Chinese political cultures,Marx's classical theory and Western thoughts on power supervision and restriction.Through the methods of literature analysis,historical analysis,systematic analysis and empirical analysis,this paper makes a multi-perspective,all-round and in-depth analysis,induction and summary of disciplinary inspection work,especially its development process,practical status quo and theoretical development after the 18th National Congress of the CPC,so as to find and show first-hand basic data and material,refine and summarize disciplinary inspection work theory,put forward innovative and constructive development and improvement paths,and contribute to the development of inspection tour mechanism.This paper,according to inspection tour mechanism,is divided into six chapters:theoretical basis research,historical evolution analysis,current development review and future development path.In theoretical basis research part,firstly,based on the summary and analysis of inspection tour mechanism academic definition,the paper break through the former one-sided description,defining the inspection tour mechanism as generic term of the regulations which set through strict procedures for party and government organs,covering those carried out by inspection agencies from the central to local levels,to comprehensively govern the Part y with strict discipline and strengthen intra-party supervision and the work system and work mechanism arising therefrom.Secondly,through comparative analysis with the other three modes of supervision constituting the"four universal coverage",namely,discipline supervision,supervision and stationing supervision,the paper further clarifies the concept of patrol supervision and summarizes the political,social,authoritative and other basic attributes of patrol work.Lastly Thirdly,this paper studies and analyzes the theoretical basis of inspection work from the perspectives of ancient Chinese inspection and supervision thought,Marxism-Leninism power restriction and supervision thought,and western power restriction and supervision thought.The historical evolution analysis part studies the inspection tour mechanism of the CPC,which is divided into the exploring and founding stage of the New Democratic Revolution period,the zigzagging stage at the early years of the new nation and the restorative and perfecting stage after Reform and Opening up,investigating and sorting out historical context and summarizing and generalizing the characteristics of development at different stages.In particular,the historical materials on the inspection tour mechanism during the 16thand 17thCPC National Congress that were rarely studied at the current stage were exploited,supplementing precious information such as the annual inspection tour mechanism.This part also summarizes the historical achievements in the historical development that ensure the authority and concentrated leadership of the Central Committee of the CPC,strengthen the construction of the leading group and contingent of cadres,push forward the construction of the Party conduct and of an honest and clean government and anti-graft,and strengthen the relationship with the masses and the ruling foundation.The part of contemporary development review starts with a discussion that the inspection tour mechanism in the CPC has adapted to the strategic layout requirements of“Four Comprehensives”,guaranteed the comprehensive construction of a well-off society,pushed forward the comprehensively deepening reform,assisted in comprehensively promoting law-based governance and promoted seeing Party self-governance exercised comprehensively and with rigor,playing its due role in the development of the times.Secondly,there is a systematic research on the practical innovation of inspection tour mechanism in the new era,and it is believed that the further perfection of its leadership and work mechanism has made real full coverage of inspection tour within a term of office of CPC committee,efficiently applied the achievements of inspection tour and ensured the substantial effects of tour inspection work.In particular,this part combines the amendment and alteration of inspection work regulations in2015 and 2017 in studying the system design and operation mechanism of inspection tour mechanism.Thirdly,it makes a comprehensive summary of the theoretical innovation of the inspection tour mechanism in the new era,extracts and generalizes the ideas and guidelines of inspection tour mechanism and political inspection tour among other theoretical achievements creatively.The future development path part starts with a summary of the previous work experience gained in the inspection tour mechanism since the 18thCPC National Congress,namely,inspection tour mechanism should stick to the unified leadership of the CPC party,strengthen the authority,persists with the drive or innovation,deepen the exploitation of work potential,adhere to systematic construction,carry out work in accordance with the laws and regulations,hold on to problem orientation and return to the supervision standard.Inspection tour mechanism should also follow the mass line and build an open and transparent image.On this basis,difficulties in problems discovered,application of achievements,work networks and theoretical research among other aspects are pointed out,and it is pertinently pointed out that inspection tour mechanism should be improved and developed through improving the quality,constructing a supervision network,perfecting systematic construction and strengthening theoretical research among other measures and paths. |
