From Balance System To Concert System: Research On Direction Of East Asia International System Transition

As the structure of powers changed, the international system in East Asia is undergoing a transition to balance system. However the balance which is oriented by confrontation and counterbalance can not bring actual benefit to the East Asia area. Mutual restriction may trigger conflict as well as war which will jeopardize the peace and development of the whole area. This is a consequence that no nation would like to accept. Compared to balance system, concert system emphasizes the principle of self-discipline, modification and cooperation which is able to enhance the cooperation and communication between each country, therefore it can restrain the regional crisis. Concern system is in line with international trend and the reality of East Asia. To establish the concert system in East Asia, the priority is to build an effective coordination mechanism. Before that the structural contradiction between China and US, the interest conflict between superpowers as well as the interest conflict between superpowers and small countries should be resolved properly. Then based on the concert system, more effort should be devoted to preserve the notion of coordination, enhance the cooperation between each nation, after that the establishment of East Asia concert system can be achieved.
