The process of the society ruled by law must be closely related to the moral and cultural awareness. Also, only with their support, it can be possible to survive and develop healthily and efficiently in the long term. People’s belief in laws, as people’s inner recognition of a cultural and a kind of spirit, has a complementary role to shape and cultivate the legal culture and the legal ethics of a society. A society ruled by law can not only be a pile of legal institutions other than spiritual content. Maybe it is unable to confirm the source of the western law, but it is certain that since ancient Greece there has been many relatively mature comments and views about the rule of law. The formation of the western legal tradition was always affected by economic foundation of its period. Social structure, the interests of the ruling class, religion, ethics and philosophy were all integrated in this formation. To some extent, this traditional forming process is the concrete manifestation of the western legal belief.As the cradle of western law, ancient Greece has a very important role in the formation of the western legal tradition. Rational spirit and the spirit of the contract, fair competition and the pursuit of justice were planted in this period. Ancient Rome as a connecting link between the preceding and the following period, make its contribution in the development of the law was its legal practice and legal technology. Its well-developed legal system and the litigation procedures show that at the time law have been consciously applied to all areas of life. The benefits of the law make people unconsciously use it, and before people notice this, the law has been placed in a position as to religious belief. Middle ages is a sharp change, both in religious culture and legal tradition, Christianity risen as the results of the competition between monarchy the church. And when the rationalism involved into the Christian theology, the church law and the common law began the mutual transformation. Religious belief began to be extended to the field of law, and the law began to limit the power of the crown and became a paramount with the presence of halo. To the Renaissance and bourgeois revolution period, with the liberation of thought and the swift development of science and technology, the consciousness of citizen class and the bourgeoisie woke and mature in the wave of humanism. After the religious reform, Christian started away from the political arena, law and religion no longer blended as well as they did in the middle ages. Legal belief began to be independent from the religion.
