The Study To Supervision Mechanism Of Engineering Construction On The Horizon Of Crime Precaution

In the field of construction engineering, the administrative staffs in the bidding process, engineering design department, construction department, intermediary departments and other related departments will be attributed to duty crime as long as they use their power for private gain. The crime has been not only destroying the normal order of the society, but also causing great economic loss to the state and the social public. The kinds of crime must be subject to criminal penalties.The author firstly describes duty crimes in the field of construction engineering and related concepts and criminal behavior that run through the whole course and each link of the project construction. Huge profit margins in engineering construction region are analyzed based on the characteristics of the engineering construction field. The causes of crime in the construction field are further analyzed under the background of increasing crime prevention at present that include the weak law idea of the leaders, the poor wholehearted devotion to public duty, illegitimate competition behavior, unreasonable regulatory means, weak striking power against crime phenomenon which has already happened.Then, the suggestion in supervision mechanism of engineering construction is given and corresponding reform pattern is discussed. The writer thinks the check and approval of project must be strictly treated from the two views of law and system. The responsibility of the party awarding contract, the contractor, mediator and builders must be put in place. Each link must be closely linked, mutually restricted to prevent corruption. From the view of the entire engineering construction, the mechanism of prevention and control with the core of education should be built with market access and exit mechanism at the early stage of the project construction, so that a Scientific and reasonable planning and construction scheme can be designed. The international engineering supervision "2R system" will be adopted in the middle of the project, and the funds allocation must be strictly controlled in the meantime of guaranteeing the project quality. Procedural and technical acceptance is regulated with legal accountability in the late project completion inspection. Every stage in the whole project construction is supervised to cut off the occurrence of corruption. The writer thinks that the production process in the field of architecture can be divided into different parts based on different characteristics so that targeted analysis and research can help find some corresponding solution and the mechanism of crime prevention and control in the construction field can be more perfect.
