A Study On The Government Supervision And Administration Of Construction Engineering Quality In Z City

After China entered WTO,the construction industry developed rapidly.Under the background of the prosperity and development of the construction industry in China,the construction industry of Z City has been booming and the construction has become more and more important.Z City construction engineering quality government supervision and administration level gradually improve and the quality of the engineering has steadily improved.However,in the face of the large amount of engineering,the complexity of engineering types,the number of people involved in building a number of factors.There is a certain risk.The life and property of the masses constitute a threat.In order to protect the interests of the people,we must further improve the quality of the construction engineering of Z City government supervision and administration level,and promote the smooth and orderly development of Z City construction.First of all,the construction engineering quality government supervision and administration of relevant literature research.Through the study of domestic literature,I have a preliminary understanding of the characteristics of the government supervision and administration of construction quality,existing problems and corresponding countermeasures and suggestions;Through the research of foreign literatures,I learned in a short time how the government is supervising and managing the quality of the construction engineering in some developed countries abroad,and summarizes on this basis.Secondly,the paper conducts the status research on Z City's construction engineering quality government supervision and administration.The paper designs questionnaires and interview outlines,and analyzes the reliability and validity of questionnaires.Through the interview,the status of the government supervision and administration organization of the construction quality of Z City is obtained,including the establishment of the supervising organization and the supervision of the personnel.The author obtains first-hand information from the government supervision organization of the construction engineering quality of Z City and the investigation of the construction Parties(including questionnaire and interview),and uses SPSS20.0 software to analyze the original data from supervising organization,supervising team,supervising procedure,supervising mode and supervising scope.Thirdly,the paper analyzes the problems and causes of the government supervision and administration of the construction engineering quality of Z City.In this paper,the researchresults are combed to obtain the outstanding problems in the supervision and administration process of the government supervision organization's quality construction engineering in Z City.For example,the supervision organization's mismatch of responsibility and power,and the overall quality of the supervision team is not high.In this paper,the author analyzes the problems in Z city by using relevant theories(including principal-agent theory and Total Quality management theory)to find out the deeper reasons behind the problems.There are legal aspects,institutional aspects,the construction of supervision institutions and the supervision of the management model and other reasons.Finally,combined with the specific problems existing in the government supervision and administration of the construction quality of Z City,the paper puts forward some countermeasures and suggestions to improve the government supervision and administration of the construction engineering quality in Z City by perfecting the legal system of construction engineering quality supervision and administration and improving the relevant system of government supervision and administration of construction engineering.It is hoped that this research will help Z City construction engineering quality supervision station,and promote the construction engineering quality supervision and administration level.
