The Chinese scholars’ research on the mass incidents has been greatly influenced by the theories of social movements in the western.However, the three social movement theory in the western——classical psychology、resource mobilization—rational choice and the political structure,which can not fully and effectively explain the mass incidents occurred in China in recent years. Therefore, after accepting the western theory, the Chinese scholars began to put forward the localization of the theoretical research work. In this process, the research on mass events can be divided into three categories.: typology, case study and general interpretation framework. In most cases, typology are used in the published papers while published book is fused of case study and general interpretation framework. Delightfully, China academic scholars did not follow the western road to stick to overall theory,but explore farther into search method of Methodological.This paper constructs theoretical model and ventured draw lessons from political system theory to explore a new path for the study of mass incidents in China by political system theory. The innovation of this path lies in the fact that it has not only absorbed the theory of three social movements in the west, but also analyzed China’s unique political environment and political opportunity structure, thus propose a more explanatory systematic theoretical model. A large number of available research achievement of author has been included in this paper,which is used as the basis of the new Interpretation Framework. This framework consists of two interacting input and output systems, several factors were included in each system and hypothesis that these factors occur interact on each other. Different mechanisms are formed in different time series. After the analysis of the connotation of the elements and the composition of the framework,this paper also uses this model to explain four different cases to explain the explanatory power of the model and its theoretical guiding significance.
