The Reconstruction Of Interest Articulation Mechanism From The Perspective Of Good-governance

Interest articulation is the most important basic link of interest structure against the background of China’s social stratification and benefit diversification and it has very important practical significance.But resulting from the traditional management idea for a long time, there are many defects in subject rights, approaches, ways and effect in interest articulation mechanism, so that the structure of interest articulation breaks and the social interests contradiction are difficult to resolve. In order to achieve unblocked and effective interest articulation, the current interest articulation mechanism need reconstruction to form a successful interest articulation pattern for the government and the public to participate together and interact effectively, balancing the interests of all parties to promote social harmony.Interest articulation is part of social governance, so its reconstruction must be premised on the basis of good social governance.But in reality, it is difficult to achieve the effective interest articulation due to the ability and level of government management, so that the reconstruction of interest articulation must begin with the innovation of management idea. The objective of management innovation isto realize “good governance”. The basic principle of good governance features the collaborative governance between government and public. Good governance is embodied with the reconstruction of interest articulation mechanism, which aims to enhance public participation through the system improvement, so that all social strata bodies have equal expression and have right to pursue their own interests. Meanwhile, public benefit will get the prompt and effective response from the government, and become an important basis for the formulation of public policies, then will gradually form a relatively sound and complete mechanism of benefit articulation.This paper integrates the system design of interest articulation,government management and public participation into the analysis and systematically studies the reconstruction of interest articulation. On the basis of case study, this paper deeply studies cause and effect,operation, result, experience and defect of interest articulation mechanism of "Weekly Meeting" hold by M town. The paper applies the basic principle of good governance, explores the interaction and cooperation relationship between the government and the public in interest articulation mechanism from a practical perspective of interest articulation and response, then further analyzes the enlightenment of good governance for the reconstruction of interest articulation mechanism.Finally, based on the elements of good governance, the paper illustrates how to achieve the cooperative management of the government and the public through the innovation of the governance patterns in practice, in order to build up effective interest articulation mechanism.
