Communist Party of Vietnam came upon the stage of history when the anti-colonial movement wasin full swing, so its appearance was to save the nation from peril and promote national development. Sinceits establishment in1930, the Communist Party of Vietnam began to join the Patriotic Salvation Movementunder the leadership of Ho Chi Minh thought and lead the Vietnamese to fight against the French colonialrulers. In August1945, Vietnam won the victory of revolution and established the Democratic Republic ofVietnam, in1976the North and South achieved reunification and it was renamed the socialist Republic ofVietnam. Since then, the Vietnamese Communist Party began to hold power. It can be said that theCommunist Party of Vietnam obtaining the ruling status is the result of long-term arduous social practicetest and historical development of modern Vietnam, also it is the the right choice Vietnamese people madeafter the long period of revolutionary struggle..After the Communist Party of Vietnam was in power, there once appeared serious food crisis,Vietnam emulating the Soviet in planned economy policies and “Le Duan Group” dictatorship,all theseobjective and subjective causes once made the ruling legitimacy of Communist Party of Vietnam in peril.Since1986, the Communist Party of Vietnam began to learn from the experience of China’s reform andopening up, which opened a prelude to reform and opening up. In the last nearly three decades of reformand opening up, Vietnam made a large amount of achievements in economy, politics and society,etc, whichplayed a significant role in consolidating its base of ruling legitimacy. However, due to such factors assevere corruption, the “liberal thought” appearing within the Party and unstable economic development,the ruling legitimacy of the Communist Party of Vietnam began to be in peril to a certain extent. In view ofthis, this thesis will study Communist Party of Vietnam from its establishment to its obtaining the ruling legitimacy, the focus will be on the foundation of the governing legitimacy of the Communist Party ofVietnam and the existing legitimacy crisis after Vietnam’s reform and opening up, in the meantime, theauthor will also conclude systematically the experience and lessons the Communist Party of Vietnamlearned in the process of consolidating its governing legitimacy.This thesis firstly combs and expounds the concept of “legality” from the foreign and domesticaspects, which provides a theoretical foundation for this research; then the thesis elaborates how theCommunist Party of Vietnam led its people to expel the colonial rulers out of Vietnam, how DemocraticRepublic of Vietnam was established in the difficult environment, and under what circumstances the Partygradually embarked on an independent ruling position,all these provide a historical background for thisresearch; then, this thesis summarizes systematically the important resources of legitimacy since theinnovation and opening up of Vietnamese Communist Party from the following five aspects: the resourcesof the ideological legitimacy, the resources of legitimacy of the socialist political system, the resources ofthe ruling and performance legitimacy, the resources of “negative legitimacy” in the colonial period andthe resources of the legitimacy of leaders’"charisma"; next, the thesis summarizes the crises of legitimacysuch as the corruption crisis existing within the Communist Party of Vietnam, crises of ideology,economics and performance and analyzes the causes; lastly, it concludes the lessons VietnameseCommunist Party learned in the process of maintaining its ruling legitimacy, these lessons will provide areference for Chinese Communist Party in terms of consolidating its ruling legitimacy.
