Publication of public authority is a worldwide trend. According to the principle of social contract theory, after the transformation from private right to public power, distribution in different institutions is bound to expand and abuse for its nature. To provide the supervision and safeguard the effective execution in accordance to the law. Public power should be in the sun so that the credibility of the judicial nature can be improved. Thus in the field of judicature, judicial publicity is a basic principle. While the judicial transparency index to evaluate the degree of public, which conforms to the judicial rationality and regularity. Just as what we always say, not only do we set justice as our goal, but also we can achieve our target in a way people could see. There is a benefit of model open operation in Judicial transparency index for the entire public authority. Index of evaluation and assessment methods will become a push which will be important to the meaning of the rule of law and practical in the judicial practice innovation. It fits well a new trend that as China’s reform and development goes, the rule of law need to pursue democratization, refinement and efficiency among which democratization and refinement are particularly vital. Judicial Transparency Index fits judicial democracy, public participation and the development of digitization, which sets higher requirement to the improvement of legal system. This paper firstly describes how the judicial transparency came into being. Judicial transparency index is the openness of the judicial quantification. Then, it discusses how it is quantified which is just a matter of content and assessment. We identified two dimensions:administrative and judicial procedures. Finally, we solved the problem what judicial transparent index can be used to do as well as the existed problem and perfection. Above all, the main purpose is to promote the practice of open justice. The innovative "Index" has an creative effect of promoting judicial reform and information disclosure.
