Research On Western Public Administrative Responsibility And Ethics—From The Early 1970s To The End Of 1990s

Research on western public administrative responsibility and ethics has a long history, especially since the early 1970s, research on the western public administrative responsibility and ethical had got into the stage of mature development. During this period, It had greater growth in the amount of attention from scholars of administrative ethics and quality than the past. The academic elite public administration in this period, included Cooper, Frederickson, Rosenbloom. This research mainly based on the Cooper, Rosenbloom,Frederickson public administrative responsibility and ethics of the civil rights and democratic theory, virtue ethics and ethical education and ethical legislation and personal responsibility as the main line, discussed the content and characteristics of the public administration responsibility and ethics and the academic value, and construction enlightenment to our country of the academic value of western administrative responsibility and ethics and administrative ethics.This thesis mainly is the Cooper, Frederickson’s public administrative responsibility and ethics of the civil rights and democratic theory, ethics and virtue ethics education and ethical legislation and personal responsibility as the main line to study in the early 1970s, to the end of 1990s of the western public administrative responsibility and ethics. The thesis includes three sections. The first section, introduced in the early 1970s, the western public administrative responsibility and ethics thought historical background, elaborates the administrative responsibility and ethics thought theory origin. The second part is the core of thesis, in the early 1970s to the end of 1990s in the western public administrative responsibility and ethics theory, analysis of Cooper, Frederickson Rosenbloom,citizenship and democracy theory of administrative responsibility and ethics, virtue ethics and ethical education and ethical legislation and personal responsibility theory content. The third part, the research explored in the early 1970s to 1990s western administrative responsibility and ethics of the academic value and the enlightenment to our country’s administrative morality construction.This thesis mainly adopts literature research, historical study and the method of combining literature research in the early 1970s to 1990s at the end of the western theoretical research on the administrative responsibility and ethics thought, and analyze the academic value of western public administrative responsibility and ethics and administrative ethics construction enlightenment to our country.
