Dorman B. Eaton is a famous civil service reformer and lawyer in America in 19th century, which made vital contribution to the establishment of the Civil Service System in United States. He was the drafter of the "Pendleton Act", and was also one of the uppermost reformers of American Civil Service Reform movement. His reform thought was the mainstream ideology of the Civil Service Reform movement in United States at that time. As a result study Eaton’ideology has important theoretical and practical significance. This paper attempts to systematically introduce and analyze the reform thought of Dorman B. Eaton, and make us have better understanding of this American civil service reformer.This thesis includes four parts: The first part is the introduction, mainly introduces the research purpose and the significance of the topic of this thesis, foreign and domestic academic research results of relevant content, the structure and innovation of this paper.The second part is the first chapter of the text, this part mainly introduce the formation social background of Eaton’ reform thought,summarize the theoretical source of his reform thought, and analyze the practical origin of his reform thought.The third part is the second chapter of the text, which introduces and analyzes the main content of Eaton’ reform thought, including the principle of open competition examination, the principle of promotion based on merits, the principle of permanent officials on civil service positions, and the principle of political neutrality.The fourth part is the third chapter of the text, which is the analysis of the impact of Eaton’s thought. Civil Service Reform movement and the "Pendleton Act" which passed in 1883 both have direct relation with Eaton, and both of them have far-reaching influence in American history. Eaton’s reform thought not only directly or indirectly infiltrated into many aspects of American social like political, social, moral, education and so on, but also provides experience and good models for other countries.
