The United States federal government performance evaluation system began in1993,Congress passed and implemented the" government performance and Results Act", thebill on the performance management is the key to the evaluation of governmentperformance. The United States government performance is established in the legalframework, and the federal component should be based on" the government performanceand Results Act" working on planning, performance standards and accountability report.However, as the pioneer of a civil servant performance appraisal system, the UnitedStates is representative and demonstration, It set a good example for other countries withits special methods and the federal civil service performance evaluation system is theleader of the national civil service.Chinese government performance evaluation system began in2005. In" governmentwork report" Premier Wen Jiabao on performance evaluation conducted in-depthexplanation. China should rapidly establish scientific and perfect performance evaluationsystem, It is also in line with scientific development. Subsequently, various provincesand departments concerned use the distinct features of the evaluation system, which alsomarks the government civil servants performance appraisal system in China growing up.This paper based on the performance evaluation system of research on thecontemporary American and Chinese, and the research purpose and significance.Secondly, the paper aims to the United States federal civil service performanceevaluation system of the connotation, theoretical basis, historical evolution analysis; andthen to the United States federal civil servants in the development process of theachievement, deficiency and characteristics of analyzed. Last but not least, according toAmerican federal civil service performance evaluation system the understanding andenlightenment, the paper combined with the Chinese civil servant performance systemconsummation and development, summarizes some reasonable suggestions andcountermeasures.
