The local tax system is the main organizer of local tax revenue and some of central financial revenue. It also plays an important leverage role for macro-economic adjustment and control. In recent years, with the rapid development of economy and society, tax management presents a new trend, which is precision, profession and informatization; thus, it proposes higher requirements to human resource management of the local tax system.Two factor theory of Herzberg attributes the element of motivating the enthusiasm of the staff to the hygiene factor and incentive factor. This theory has been quite popular, and has been proved very effective for the human resource management in enterprise of both in China and abroad. But we have not paid enough attention to in the local tax system. The two factor theory will also be helpful for the realization of effective human resource management when we apply it to the human resource management of local tax system, by grasping the connotation of hygiene factor and incentive factor.From the perspective of dual factors theory, this study investigate and analysis through many survey methods such as literature analysis method, questionnaire survey method, case study method, inductive method, interview method, method of combination of theory and practice, data analysis method on the status quo of the Ordos local tax system human resource in hygiene factor and incentive factor. Then we study the problems and reasons of the application of this theory in the promotion, training, evaluation, rewards and punishment, compensation, benefits, job attractiveness, and then from the actual of Ordos local tax system especial in concept, system and other aspects of the promotion, training, assessment, rewards and punishments, remuneration and that can be the countermeasure and proposal for referencing.
