Letters and Visits is an important way for people to express themselves and to call for solution of some problems;also as an important part of government works.With the continuous deepening of reform,interest subject and the interest structure are developing in a diversified direction,the conflicts among the stakeholders tend to be intense,the various contradictions in development happens a lot,the work of letters and visits is becoming increasingly complicated,which makes the efficiency and effectiveness of the petition system especially important.The human resources management of Letter and Visit system determines the quality of work and the level of its work efficiency.Therefore,we took the human resources management of the Letters and visiting system as the core of the selection in this paper,and proposed to build a human resources management system base on the competency model,which has a strong practical significance.Lianyungang City,Jiangsu Province was researched in this paper,we got relevant data through field research.We built the Competency Model of Lianyungang City's Letter and Visit System and proposed seven dimensions and 20 competency factors of competency model after analyzing the related data.Then we discussed the human resources management in Lianyungang City's letter and visit system base on the competency model.During the research on current situation of Lianyungang City's letter and visit system,five mainly problems had been found in this paper: improper staffing,inadequate job analysis,incompatibility of staff competencies and jobs,lack of staff training and performance appraisal way.Finally,based on the actual situation of Lianyungang City's letter and visit system,taking the competency model as a tool,this paper gives suggestions for improvement from the following four aspects: human resource planning,recruitment and selection,human resources training and development,and performance management.Hopefully,this research will improve the human resources management of Letters and Visits system,so as the efficiency and effectiveness of work and make it a better way to solve problems for people.
