In the process of China’s socialist modernization construction, in which thegovernment department played a huge role, so the government staff incentive is essential.The article is based on incentive mechanism of tax department that human resourcemanagement as the main line, incentive theory as the theoretical basis, there have a varietyof practical research methods, it is makes use of theoretical analysis and field research inthe management of human resources department of a city tax incentives. In the theoreticalanalysis, this article discussed the concept of incentive, and it refers to western incentivetheory, which is laid a theoretical foundation for the incentive strategy that proposed bythe tax department at the grassroots level. In actual research, the paper makes analysis ofinternal data of revenue department through field research, and then the department foundproblems in the actual incentive process, which find realistic incentives for the problems.This paper is based on basic concepts and theories of motivation; it is refer to actualbackground information, which found effective method to resolve the problem of theincentive of tax department at the grassroots level. The paper is divided into three parts,the first part introduces motivate basic concepts in human resources management andrelated theory; the second part analyzes the problems of human resources management inprimary tax department, the emergency of these problems are caused by non-standardmanagement philosophy and unfit practical action; the third part is for the cause ofproblems, it puts forward useful incentive measures in the fields of work arrangements,job classification, training systems and remuneration strategy, and it takes advantages oforganizational culture-building and team-building to ensure that these measures areeffective. The author hopes this paper play a reference role in the Chinese government’shuman resources management.
