Since China’s reforming and opening up, with the transformation of government functions and the enhancement of citizens’ environmental consciousness, the Non-Governmental Organizations (NGO) has become the third kind of environmental governance body outside of the government and the enterprise. Due to the government and NGO as the main body of environmental governance, as a result, the relationship study is an important part to interaction relations study between government and NGO,that is not only for the government should adopt what kind of policies to promote coordinated development of society, at the same time to play an important role of the study of the direction of the relationship between government and NGO. At present, the regional government of Inner Mongolia and the NGO has established partnerships, and has made some achievements on the environmental governance, but because of the Inner Mongolia NGO is still in the stage of development and has the limit ability, the government is difficult to effective cooperation with them. So, we should draw the advanced management experience of cooperation from the domestic and foreign, further improve the specialization level of Inner Mongolia NGO, enhance the ability of cooperation, and prompt the effective cooperation with the government, and has the satisfactory results in environmental governance.This paper mainly includes five aspects. First part defined the concepts of NGO, environmental governance, and general overviewed the cooperation between the government and NGO; Second part was mainly based on the current development of Inner Mongolia, the cooperation way and achievement between the government and NGO, to general overview the current situation between the Inner Mongolia government and NGO; Third part analyzed environmental governance problems in the process of the case with a number of government and NGO in Inner Mongolia, and further explored the underlying reasons for these problems; Fourth part mainly provided the good cooperation experience through summarize the experience of domestic and foreign government cooperation with NGO; Fifth part mainly proposed a solution to partnership with the government of Inner Mongolia and NGO though analyze problems and learn the advanced experience,.
