Abstract/Summary:
In a market economy, the government and the market are the two most important allocations body of resource. The third Plenary Session of the 18th CPC Central Committee pointed out that the core issue of economic system reform is to deal with the relationship between government and market, so that the market plays a decisive role in the allocation of resources and the government do better than before. To fully release the vitality of the market, it is necessary to delimit the boundary of government functions more reasonably. At present, deepening the reform overall is the background of the society. To adapt to the new condition in both social and economic field, governments at all levels take power list system as a new opportunity to promote the reform of the administrative system and administrative examination and approval system. Inner Mongolia Autonomous Region which locates in the border and minority area is one of the provinces that earliest start the establishment of power list system. In this study, the author takes the Inner Mongolia Autonomous Region as an example to carry out special research on the power list system construction of the provincial government. Through the research, we can find that although power list system of the Inner Mongolia Autonomous Region provincial government has achieved some success, but there are some problems which should be solved, such as the similar structure of power list, weak restraint for the administrative power, insufficient information opening of the power, also lacking of participation, supporting mechanism construction lagging and with obvious signs of campaign-style governance and so on. Based on the analysis of the causes of these problems, the author puts forward five suggestions to solve these problems. First, government should improve the quality of power list, making it more perfect than before. Second, strengthen the binding effect of power list through the usage of rule of law. Third, public sector should encourage the public and other social organizations to participate in the process of the establishment of power list system. Fourth, supporting mechanism should be established to improve the operation of the mechanism of power list. At last, the construction thinking of mechanism of power list should be transformed from campaign-style governance thinking to the normalization of management thinking.
