The management model of "city management county" has made outstanding contributions and achievements in the past more than 30 years.However,at a time when the economy continues to deepen its development and economic structure is transformed and upgraded,this administrative model and the current economy The requirements and needs are increasingly out of date.Some of the more developed regions with relatively strong economic development have already carried out reforms and achieved obvious results,such as Zhejiang Province and Hainan Province.Afterwards,reforms have been carried out throughout the country.Inner Mongolia has also made new progress in 2014.The government of the autonomous region has successively carried out preliminary decentralization reforms in 22 pilot counties selected within the region.Four years have passed,and many places have had a clear effect.This article analyzes and defines the relevant concepts involved in the reform.There are four concepts involved in the provincial management system,the municipal management system,the county's expansion of power,and the county's expansion of power.The theoretical basis of the research,the theory of decentralization,the theory of intergovernmental relations and the theory of public organization are expounded.Compared with other provinces,there are many special features in the reform of provinces and counties in the Inner Mongolia Autonomous Region.The province of Inner Mongolia Autonomous Region has a relatively wide area,while the East-West range spans almost half of China;Inner Mongolia is an autonomous region of ethnic minorities,and ethnic minorities account for a relatively large proportion;The Inner Mongolia Autonomous Region is located in the northern part of the motherland and has border ports.With the implementation of the Belt and Road Policy,the annual trade throughput of these ports is huge.These are special factors that need to be considered in the reform of the provincial and county governments in Inner Mongolia.Through the search for relevant documents and field visits,we have an in-depth understanding of the implementation of the current pilot flag county reforms,and we try to identify problems and summarize successful experiences through analysis.Firstly,it summarizes the reform process of the pilot flag County,then discusses the specific operation mode of the pilot flag county reform,and finally summarizes the implementation effect of the pilot flag county reform.Thedifficulties and problems encountered in the reform of Inner Mongolia provincial administration and county were analyzed and the problems were attributed.At present,the operational capacity of each pilot county is not strong,and there is some "lack of control" over the decentralization of power.At the same time,the management of the district government is too large,which increases the difficulty of management;The partial delegation of authority has not been well implemented,and in some cases it has been merely a formality.At the same time,it also attributed to the emergence of these problems,mainly the lack of systematic construction of reforms,unclear position of responsibilities and functions,and the lack of specific and clear supporting measures and systems.The most successful areas of the current reform were selected,and their models were combed out to draw lessons from the successful experiences of the provinces.The purpose was to draw lessons from their excellent experiences on the basis of the experience of the provinces and apply them to the reform of the pilot flag county of Guanxi county in inner Mongolia province.The model of Zhejiang,Jiangsu and Guangdong is analyzed,and its progressive reform path,comprehensive reform measures and rational and pragmatic system design are all worthy of study and reference.The countermeasures and suggestions are put forward to make useful analysis and discussion for the benign development of Inner Mongolia provincial management and county reform.Firstly,we put forward the countermeasures analysis of optimizing the reform of inner Mongolia province management County,and finally put forward a few ideas and suggestions to adjust the administrative division of inner Mongolia autonomous region to solve the problem of excessive management.
