| Xinfang(1)is an important channel to connect with the masses,a government governance method with Chinese characteristics,an important system design to understand the people’s feelings,concentrate the people’s wisdom,safeguard the people’s interests,and unite the people’s hearts.reflecting the characteristics of China’s governance.But in the process of social transformation,many social problems have emerged.Xinfang have gradually been alienated from the tools of government governance to the tools of popular resistance,becoming the object of the government’s "stability maintenance",and even falling into a vicious circle of "the more stability is maintained,the more unstable".In the new era,the governance environment faced by the government is more complex and changeable,social problems are more complex and diverse,and the modernization and transformation of national governance requires accelerating the transformation of government functions,which requires cleaning up Xinfang from the objects of "people’s resistance tools and government stability maintenance",so that Xinfang can return to their essential functions.So it is necessary to sort out the alienation process of Xinfang,study the transformation and development of Xinfang,and systematically discuss the main values,functions,practices and dilemmas of Xinfang as government governance tools,as well as optimization strategies for effective application.Specifically,this dissertation can be divided into the following contents: the first chapter,the introduction part,mainly introduces the origin of the research in this thesis,literature review,concept definition,theoretical basis and research methods used,and the feasibility of Xinfang instrumentalization.Chapter 2 examines why petitions should be transformed,and analyzes the development process of Xinfang and the important values and realistic basis of Xinfang transformation.Chapter 3examines Xinfang as a tool of protest,including the purpose,performance,and impact of using Xinfang to protest.Chapter 4 focuses on the main functions of Xinfang as a government tool,summarizing it from three aspects: political,administrative,and social.Chapter 5 examines the important practices of the transformation of Xinfang tools and the dilemmas in the process of practice.Chapter 6 proposes the orientation and optimization strategy of the transformation of Xinfang tools to government governance on the basis of Chapter 5.Chapter 7 summarizes the full text. |
