With the development of digital technology, Internet has brought the way to share economy to a new level. Renting a car through Internet is one of the share economies. The so-called Renting a car through Internet means customers can make use of a variety of internet and mobile communication terminal to have a contact with the car-renting platform, which distributing the cars based on the instruction from the customers’ needs. By the means of the internet, this new model actually solved the problem of information asymmetry and made the fragmented, individualized needs of traveling car be met, which is the base of renting cars with the method of Internet. In other words, drivers and passengers can make use of better ways, such as the Internet, to find and connect with each other, so as to make it easier to call a car, and thus reduced the transaction costs, and made the taxi industry become much more open and diversified. However, although the industry of using Internet to rent a car is on the rise and fast-growing, yet it is blocked in every possible way.According to the data from the fastest taxi official, it showed that the overall satisfaction rate of the taxi industry is about 60% nowadays. There were 30 million orders a day, which meaning that 20 million people who wanted to rent a car, but there was not enough to make their needs met. The supply was far below demand. The taxi drivers around the whole country went on strike and strict supervise and investigation from the traffic administrative departments made renting a car by the Internet hard and struggle.With comprehensive utilization of literature research method, comparative research method, empirical research method, and Statistics analysis method, this paper tried to introduce the share economy and the content of renting a car though Internet, find the rationality of its exists and development, discuss the collision between the traditional taxi-rent model and the new Internet model, and its roots. Besides, this paper explained the legal obstacles which the new Internet model has been confronted with both at home and abroad. Based on all those analysis, it went to give some inspirations and suggestions to a taxi market reform.This paper can be divided into five parts. The first part introduced the background, significance and research status quo. The second part gave an overview on the new Internet model, which including the definition, operation mode, important features, the difference between the new model and the traditional ones in our country. The third part combined with the trend of a rapid development of the new Internet model, it analyzed the causes, which including a taxi market monopoly, the lack of guarantee to drivers’interests, irrational pricing structure, government interference, as well as "the Black Rider" is serious. The fourth part presented a legal protection of car rental by Internet, which including the living conditions at abroad, dilemmas and contradictions in domestic, the direction of possible development, self-redemption, analysis of the legality and the interim measures for the administration of this new Internet model. The last part discussed the way of regulation, and some suggestions, including giving the new Internet model a legal status, promoted emerging industry with a model of Internet traffic, developed an operation standard of the new Internet model, properly coordinate the interests of all parts, guided taxi industry to be an optimization structure and upgraded transformation, specifying the business management, and keep a good market competition environment.
