The "Internet +" Era Of China's Taxi Industry Government Regulation Research

Mobile Internet,large data and other technological innovation and the rapid popularization of smart phones gave birth to the "Internet Plus" era,"Internet plus traffic" has become the most popular market area,and the netcar platform is the representative product of the model.The On the one hand,the netcar platform based on technological innovation constructs a new operation mode,which brings more convenience and personalized choice for the urban residents.On the other hand,due to the lack of necessary market regulation,a series of spontaneous behaviors of the platform in the market competition make the traditional taxi industry suffer a huge impact,and produces a series of negative social impacts.The status of the taxi industry puts forward new requirements of government regulation from two aspects of the traditional taxi industry reform and netcar market regulation.Since August 2016,the taxi industry reform views and the netcar's new policies has been announced and implemented from central to local.Because of the particularity of the industry,the role of government regulation in the development of the taxi industry is even more important.Formulating and implementing scientific and effective regulatory policies is a necessary condition for the scientific development of the taxi industry in China.This paper will study and evaluate the governmental regulation of China's taxi industry under the background of "Internet Plus",and put forward some suggestions on policies and industry development.This paper consists of seven parts: The first part: Introduction.This part mainly includes the background of the topic,the significance of the study,domestic and foreign literature review,research methods and innovation.The second part: Conceptual definition and theoretical basis.This part makes briefly definition of the "Internet plus","Traditional taxi","Netcar" and other related concepts,and introducing he government regulation theory and institutional innovation theory as the theoretical basis of the paper.The third part: China's traditional taxi industry overview and governmental regulation analysis.This part introduces the orientation,service mode and operation mode of the traditional taxi in our country,and then analyzes the causes,contents and negative effects of the government regulation of the traditional taxi industry,which lays the foundation for the below to analyze the practical reasons of the network's prosperity and the technological progress' s impact to the regulation policies.The fourth part: The rise of the netcar and industrial impact in "Internet plus" era.This part firstly introduces the technical basis and realistic demand factors of the network car,and then classifies the operation mode of the netcar.After that,this part emphatically analyzes the comprehensive influence of netcar's development in market structure,operation mode,market performance and regulatory policies of the traditional taxi industry,and finally sums up a series of problems which caused in the developmental process due to the lack of necessary regulatory system.The fifth part: The response of governmental regulation under the huge changes of China's taxi industry with evaluation.This part firstly analyzes the motivation of government's regulation adjustment and innovation,then regarding the time as the axis,sorting out the state and local government's attitude and regulatory measures in the face of the need of traditional taxi's system reform and netcar's developmental problems after the netcar platform appears,and evaluating the current regulation of China's taxi industry.The sixth part: The evaluation and recommendations of current regulation of taxi industry in China.Basing on the system problems mentioned in upper segment and combining the trends of technology and industry,this part proposed issues to manage the taxi industry scientifically.The seventh part:Summary and Prospect of Research.This part summarizes the main achievements of this study,and prospects the future research on the governmental regulation of the taxi industry.
