Study On The Poverty Problem Of The Immigrants In The Central Areas Of Inner Mongolia Province

The ecological construction and poverty alleviation project in Ethnic areas in Inner Mongolia have extensively developed. The large-scale population migration in this process tend to occur in the fragile ecological environment, complex ethnic relations and the concentrations of poverty population. Problems brought by the population migration constantly plagued by the development in migration areas, such as national relations, adaptability of them, urbanization as well as their living sustainability and so on. The author carried out the investigation in a small town in Inner Mongolia. The region is the farming and animal husbandry interlaced zone, which involves the migration of the two nationalities. This has a certain degree of representativeness here. The political immigrant project is that the government states into special fiscal funds, from the political perspective, the need of economic development and ecological protection, through the organization and arrangement of population migration. The community is generally divided into voluntary relocation and involuntary relocation. This study selected two typical policy resettlement in the area for investigation:one is the Han Chinese immigrant community JiuYimingcun, the other is a Mongolian immigrant community——FuKang. The Han nationality community is placed a long time, who were voluntary. The author made from 120 families a questionnaire, and asked some representative households for participant observation. I got the feeling and experience the real life of the poor families at the same time, by way of descriptive analysis of characteristics of immigrant poverty and poverty causes. The Mongolian community is the relocation of hundreds of thousands of military time, who are the involuntary immigrants placed a short time. The author aimed at the poor risk they face and their adaptation of the new house and selected the case interview of 26 people. According to the investigation, firstly cowboys got huge compensation who turned out to be rich;Secondly, their blind behavior for investment causes the unsustainable development of economic and cultural inadaptation, thereby increasing the risk of immigrant poverty. It could make the "rich" immigration fall into poverty in the future. Papers on the analysis of the above phenomenon in detail and puts forward to concrete suggestions on prevention, the solution of the poverty of the Mongolian immigration and has a certain guiding significance.Firstly, this article tracks the household surveys on the immigrants who are placed longer by the states in cities to describe their current lifestyle, which makes up for the domestic continuously paying attention to this group. From the paper, the research can reflect the resettlement of policy implementation effect and the legacy of problems more than a decade ago. Secondly, this paper studies the moving path, those two different ethnic groups, culture and habits of the community, which can analyse the reason of migration characteristics and poverty. It can also enrich the policy from the survey data of immigration. Finally, the author hopes to talk about governance, prevention policy about immigrant poverty with experiences accumulated by immigrants after resettlement work for the government to provide ideas. I also hope that through combing poverty of immigration policy in ethnic minority region and policy implementation, it can further enrich the ethnic theory and policy with Chinese characteristics.
