In the field of Public Administration, freedom of government information and sunshine government construction are the focus of study. The supervision of freedom of government information is not only an innovative topic for discussion of democratic administration, but also a path for the government to achieve the goal of supervising themselves. For the former, it’s conductive to the construction of democratic administration which based in civic and the realization of democratic value. And for the latter, it contributes to create an efficient and uncorrupted governance system to build a better government.Government information publicity, refers to the government departments and public organizations’efforts that they provide various public information to the citizens. It’s a way to ensure the public understanding, observing, inquiring and transferring the governments’governance. The supervision of government information publicity, mainly refers to the acts that the government departments, such as The Government Information Publicity Office of Jiangsu Province, takes to supervise and exam the freedom of information quality.Since the implementation of the regulation of P.R.C Government information publicity, the study of the supervision governance for government information publicity has been improved, but it is not enough. With the lack of supervisory mechanism, regulations are just like a mere scrap of paper. The effectiveness of the implementing of the system and the performing of the function is greatly reduced. Citizen participation has not got substantive progress. Also, it still takes a long time to build an excellent, integrity administrative system. Only if the information spreads over the whole society fluently, the reproduction of public information value can be achieved, and then explore the operating method of citizen participation. And only when the government becomes more transparent, the national development strategies can be achieved.The topic of this paper is the supervision of freedom of government information. The main method of the research is descriptive case studies. The object of the research is the Opening Government Information Office of Jiangsu provincial government office. The paper tries to analyze and explore its responsibilities, roles and tasks etc. It tries to work out the fundamental logic of government information publicity supervision governance through analysis on relative texts, cases and policy experiences from other countries. And finally, try to put forward better ways for the problems in the supervision governance of government information publicity.This paper argues that government information publicity is a useful method for the government to change the way of performing its function. In the future practice, we should change the concept of governance, cultivate the participation sense of our citizens. Through systematic mechanism for improving the governance and citizen participation, better government information publicity supervision can be achieved.
