Research On Democratic Supervision At Grassroots Level From The Perspective Of Democratic Administration Theory

Since the 18th National Congress of the Communist Party of China,inner-Party supervision and national supervision has developed to a new level.It can be seen from the establishment of the inspection system within the party,the formation of the National Supervisory Commission,the revision of the Constitution,and the promulgation of a law on Supervision.All these actions indicate that the ruling party is resolved to shape itself and punish corruption.However,in rural areas of our country,there is no national institutions in a strict sense.Traditional bureaucratic administrative thoughts are deeply entrenched.Although the villagers' committees are positioned as autonomous organizations at grassroots level,the public power mastered by the village committees and their members is not small.If they are not effectively supervised,the public power mastered by them may be abused and the villagers'interests may be impaired,going against the stability and development of the countryside.Given researches on the democratic supervision at grassroots level are mainly conducted from the perspective of political science,traditional bureaucratic administration,economics,sociology,and history.Most of these studies are unsystematic or undetailed or not specific.Therefore,the democratic administrative theory is selected in this thesis as a guidance to conduct a systematic and detailed analysis of the problems and causes of democratic supervision at grassroots level in Baifusi Town,Laifeng County,Hubei Province,with corresponding suggestions proposed in the end.This thesis takes the supervision characteristics of democratic administrative theory as the criterion and combines them with the data obtained from the questionnaire survey of democratic supervision in Baifusi Town,Laifeng County,Hubei Province.Analysis is conducted in the main body,the content,the basis and methods of supervision.And the specific recommendations for improving local democratic supervision are given.In light of the main body of supervision,related organization should be set up and its staff should be educated to work better.As for the content of supervision,boundaries of supervision must be clear defined.National laws and regulations must be enacted and practical rules must be formulated to provided basis for supervision.In terms of methods of supervision,it is necessary to establish villagers' participation in decision-making mechanisms,increase villagers'enquiries and recall village cadres,and open up channels for villagers to use theInternet and public opinion media for supervision.
