The Research On The Mechanisms Of Realization Of The Role Of Members Of Chinese Communist Party In Community Governance

The Third Plenary Session of the 18th CPC Central Committee put forward that the general goal of the comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of national governance systems and governance capacity. Community governance is the foundation of social management; the premise of the modernization of national governance system and governance capacity, and the success of community governance is directly related to the success of national governance. So, the study of community governance not only enriches the field of governance theory but also has a critical practical significance. However, it cannot be ignored that the current community governance in China still has many problems, which hinder the modernization process of community governance. The Community Party members as one of the main subjects of community governance will help consolidate the leadership of the party organizations in the community, improve the effectiveness of community governance, and ease the problem of community governance.This paper considered the party roles’performances and the factors affecting party member characters from three aspects (role cognition, role expectation, and role performance) by empirical investigation. The study found that role of Party members in community governance exists the following problems:high-frequency participation, low social status, negative role evaluation, role ambiguity, role conflict, etc. The possible reasons of these problems are as follow:the aging of the party members and role-playing ability is limited, weak role consciousness of party members, the invalidation of traditional political mobilization and the decrease of the organizational degree of Party members.This paper is to achieve that the role of community members agree upon between "being" and "ought to be." This article puts forward three paths to the realization of the party role:one is the Improve the quality of participation of the party members in community governance; the second is to strengthen the system supply; the third is to awaken the role’s consciousness.According to the logic of current situation, problems, causes and countermeasures, this article comprehensively analyzes the role played by the community members to promote the modernization of community governance and to improve the legitimacy of Chinese Communist Party.
