In recent years, with the conversion of government functions, the wishes to the construction of a service-oriented government became more urgent for the society. As the inevitable result of the social economic development, non-government organization becomes a significant force for China’s economic and social transformation, supply of public service and public governance. The report of the Eighteenth National Congress of the Communist Party of China emphasized on the construction of modern social organization system, which indicates that the state attaches more importance to non-government organization. However, there existed lack of autonomy, low credibility and low level of specialization in the development of NGO, all of which impedes the construction of social organization system in China. Through all varieties of literature, it is the system that has a greater influence on the development of China’s NGO. Therefore, via the interprovincial panel data from the year of 2003 to 2007, this paper will analyze the relation between the development of China’s non-government organization and the political power of government.Though the official text, it can be found that the central government has showed the attention of development of NGO by the form of National Congress of the Communist Party of China. In this paper, the variable of political power is measured by the proportion of the local political representatives in central government. The fundamental duty of committee members is to safeguard the central interests and uphold the central policy decision. Therefore, the first hypothesis is raised in this paper:the area where is with more political power sources, the larger scale of NGO development. Via the literature, it can be found that the dilemma of China’s NGO development mainly concentrated in the imperfection of management system, the lack of law, and the absence of regulation, etc. which caused imbalance in the development of NGO. Meanwhile, the central committee members administrates the local regions for the central government, while their performance and promotion is dependent on the support of local administrative department. Therefore, there is a motivation to use power and relationship for the benefit of local government and bring more fiscal sources, which facilitates the expansion in the field of society for local administrative department, and further compressing the survival space of NGO. Consequently, this paper presents how the administrative power variables reflect the mighty degree of public sector, and generates the second hypothesis:under the influence of political power, the factor of administrative power in local public sector plays an inhibited role on the development of NGO.On the basis of theoretical assumption, this paper divides NGO into social group, private non-enterprise organization and foundation as the dependent variable, and considers the political power after resource quantification as the explanatory variable via the four models. Meanwhile, presenting the factors such as administrative power, prefecture government, financial autonomy and non-financial budget, etc., in order to inspect the influence of political administrative power on the scale of NGO development. The result of regression analysis has proved the hypothesis of this paper. In the course of NGO development, there is a direct influence on the development of NGO by the sole political power and administrative power. The former is of promoting effect, while the latter is of obvious inhibited effect. However, there is a significantly negative correlation between the combination of both and the development scale of NGO, which means that the combination prohibited the development of NGO. The result shows that, the state emphasizes the importance of developing a social organization by all varieties of documents and decisions, but there is few support from major law and a complete legal supervision system cannot be established, which caused disordered management, absence of supervision, and Insufficient consciousness of cooperation governance in the real implementation course by the local government, thus there is a inhibited effect on the development of NGO. Moreover, due to the long-term centralized rule in the course of history and the planned economy system, and the consciousness of "worship to government" is popular, which made China is lack of the soil of civil society and caused the slow development of non-government organization. In addition, this paper examined how the number of county government, the level of economic development, extroverted economy, urbanization, ethnic minority, and the western region influence on three types of NGO. It offered reference data for the reform of the current social organization management system and the promotion of the integration social source ability of NGO.According to empirical analysis, this paper finds that it is the result of the implementation of local government that the restriction of China’s NGO development and the regional development difference. Therefore, the experience summary in law, tax, supervision, cooperation and so on, this paper will offer the reference for the construction of modern social organization management system in China, and put forward several suggestions after combining with the actual policy environment:as for government management mechanism, firstly, perfect the legislation, supervise independently, and establish a complete legal supervision system; secondly, improve the tax system, governance rationally, and formulate a comprehensive security system; finally, disclose information, the society participate in management, and construct various-party supervision mechanism. While as for the construction of NGO itself, there is supposed to scientific performance evaluation mechanism and cultivate specialized volunteer team. Moreover, NGO should play a dynamic role in providing social service, advocating policy and integrating social sources.
