Research Of Maritime Safety Administration Develop International Ship Registration In China(Fujian) Pilot Free Trade Zone

Ship registration, as an important function of ship management, is the source of maritime management as well as a crucial part of government public administration. After the establishment of China (Fujian) Pilot Free Trade Zone, it planned to develop international ship registration system, which aims at attracting appropriate ship to register. Under this background, the research aims at guiding the practice with the methodology in public administration, making studies on the countermeasures to improve ship registration and enhancing the efficiency of public administration.In view of the existing status of the ship registration in China, a series of mechanisms have been established on the strict ship registration regime. However, ac combining with the development of international shipping economy and the transformation of government functions, exposed problems of the regime lack of public service conception and international ship registration, Chinese capital ship went to overseas to register in high proportion, cannot make the shipping elements in the domestic port, affecting the realization of the strategy of marine-powered country. Therefore, it is urgent to reform the existing ship registration regime.A major function of the government is public administration. The implementation of public administration requires the supply of public products. The paper applies theories in public administration to the studies, at the background of making effort to build up Pilot Free Trade Zone and regime innovation, guided by theories in public administration, combed the present ship registration situation and the existing problems, analyzed the situation and reason for the Chinese capital ship went to overseas to register, discussed the necessity to improve the ship registration system regime and the feasibility of the innovation international ship registration regime, used the experience of other countries of enforcing international ship registration for reference, present the ideas and safeguard measures for carrying out international ship register in China (Fujian) Pilot Free Trade Zone, which laid the foundation for implementation of international ship register in the future.
