Research On The Management System Of Xi'an International Trade Logistics Park Of Shaanxi Pilot Free Trade Zone

As the first free trade zone in Northwest China,China(Shaanxi)Pilot Free Trade Zone will bring development dividend for Shaanxi in future ten years,as well as highlight reform efforts to opportunities such as the "The Belt and Road" and western development.That will push northwest economy achieving open & upgrade.Xi'an International Trade & Logistics Park Area as an important bearing area of Shaanxi Free Trade Zone is a Shaanxi inland area which far away from the sea.Relying on three core platforms,those are the Xi'an comprehensive free trade zone,the Xi'an railway container center station,and the Xi'an port highway,it formed a ‘port inner-shift,in a single run,multimodal transport,seamless unique' inland port mode through a kind of port,imports of grain,meat,vehicle and other designated ports,intermodal transportation supervision center,and national cross-border e-commerce pilot.In such a new free trade area,the innovation of management system is the necessary foundation as well as an important safeguard to promote area model innovation.It is also the powerful engine for promoting the healthy and rapid development of area.Based on research of the management system of the first inland port in China--Xi'an International Trade & Logistics Park,this dissertation found management problems in management system of the street hosting,cross regional management,cross management,multi sectorial coordination,and cadre,analyzed the reasons on existing street escrow system has not been straightened out,the boundary region function division,management system innovation is not enough,lack of innovation,and the cadre management personnel training system to keep up with,through access to comparative analysis of management system relevant literature investigation and Study on the Pilot Free Trade Zone in Chengdu,Wuhan,etc.Then,this dissertation put forward the whole organization Management,establish collaborative innovation mechanism,strengthen cadre management and training system,establish and perfect the innovation system of open economy,and deepening of market-oriented reform and innovation system,combined with the comparison with Shanghai,Chengdu and other domestic Pilot Free Trade Zone management system,learning from the successful experience of advanced area.It hopes can accelerate the transformation of government functions and development strategies,and strive to provide valuable and meaningful reference for the development of Chinese inland free trade test area.
