A Study On Policy Issues Of Expenditure Poverty Depend On Illness In Shanghai

With the development of social economy, the understanding of social assistance in China is constantly developing and the policy scope of social assistance has been expanding. At the same time, the number of poor people in the transition period has also been increased, which has formed a complex poverty population. Expenditure Poverty depend on illness policy of Shanghai city is in the forefront of the country. After a constant trial and summary, finally the policy of Expenditure Poverty depend on illness in Shanghai is founded. Domestic and foreign literature on the study of Expenditure Poverty focus on the formation of Expenditure Poverty and the introduction of the experience of existing policies. These researches are focused on the theoretical aspects, lack of empirical research. The research bases on public policy implementation theory as the foundation, through the function of the system analysis, expert evaluation, questionnaire survey method to study the Shanghai social assistance policy system, the policy of Expenditure Poverty families.The overall structure of this paper is as follows:The first chapter mainly elaborates the research background, the theoretical basis and the related research.The second chapter analyzes the poverty relief policy in Shanghai, which is the functional orientation and specific content of the policy.The third chapter makes an empirical study on the policy of poverty relief in Shanghai. Conduct an empirical investigation and summarize the data.The fourth chapter studies the problems of poverty relief policy in Shanghai, and analyzes the related factors and the hierarchy structure.The fifth chapter puts forward the countermeasures and suggestions to improve the poverty relief policy in Shanghai.The sixth chapter briefly summarizes the achievements and shortcomings of the research, and prospects for the future research.The study found the following questions:first, assistance policy between the existing rescue function repetition; second, rescue a single project and the level of assistance is lower, it is difficult to meet the actual needs; third, reexamination time interval is short, for the increase cost of family time; fourth, due to illness expenditure based poverty family economic status is difficult to verify; fifth, after the rescue mode limits the scope of relief; the sixth, lack of government administrative resources integration; the seventh, grass-roots staff management exist many problems. Also by the interpretation of the structure model derived from Shanghai due to illness expenditure poverty relief policy related factors:overall social consumption expenditure level, the level of assistance, policy advocacy, policy to apply for approval of the complex degree, after the rescue mode and other social assistance channels and other factors have a direct impact; National policy environment, economic system, the transformation of social structure vicissitude, social and cultural factors to indirect effects. On the basis of this, this study proposed suggestions aimed at Shanghai illness expenditure based poverty relief policy, including:first, clearly bailout policy; second, diversification of sources of funds, relief diversification; third, to extend the review time interval, to streamline the review procedures; the fourth by sampling survey method improve economic status checking efficiency; fifth, engaged in rescue mode to preventive rescue mode transformation; sixth, improve level of management to the rescue team.
