Reserch On Social Assistance For Unban Expenditure-based Underprivileged Families In Huhhot

When President Xi Jinping announced that the sprint of poverty alleviation start from the year of 2020,the whole country must encourage to solve all of problems and difficulties on poverty relief.Some urgent goals of development,like targeted poverty alleviation,providing assistance on demand,consolidating the achievements of poverty alleviation need a scientific,comprehensive and effective social security policy with profound understanding of poverty.As an important new branch of poverty research,research on expenditure-based poverty has become more and more essential.Expenditure-based poverty is relatively common in Chinese cities.In 2007,Shanghai proposed this concept,pointing out that almost all social assistance policies in China are designed based on income,a number of underprivileged families because of increasing spending for diseases,education and disasters cannot get assistance.Then,More scholars and politicians paid attention to the research on social assistance system of expenditure-based underprivileged families.As the capital of Inner Mongolia,Hohhot has complex problems for urban expenditure-based poverty with frequent population flow and a high incidence of poverty.However,due to the lagging development of some areas of socialsecurity,the urban expenditure based poverty relief work in Hohhot is still in its infancy,a scientific and reasonable special relief system has not yet been established,and the effect of the existing relevant policies is not obvious.Some poor families who are unable to survive are still blocked out of the social assistance.On the basis of sorting out the detailed rules of the social assistance system in Hohhot,this paper conducts a field investigation and research in the urban area of Hohhot,and carries out face-to-face interviews with the members of the expenditure poor families and the social assistance operators.Combined with the data reports of various relief work in recent years,this paper makes a relatively comprehensive analysis of the current situation of expenditure oriented poverty governance in Hohhot In the end,the paper puts forward some suggestions to improve the social assistance system.
