| With the continuous improvement of the social assistance system in our country, the system of subsistence allowances for urban residents have been set up in cities and regions across the country. The system of subsistence allowances for poor urban residents personnel not only guarantee the citizens’ the basic life, but also benefit to the laid-off workers and unemployed personnel, retirees which have low labor ability and certain source of the life. But a new poverty group are emerging, due to personal or family members in such aspects as education, health care, or sudden events, those groups are poorer. The rigid spending is too big, far beyond their capacity. Their real living level is lower than the minimum living standard. With the advance of social civilization degree, expenditure-based poverty had already been incorporated into the current relief system.In this paper, based on current situation of family suffering illness expenditure-based poverty in Jing’an district of Shanghai. The author adopts the depth interview and literature analysis to research implementation effect of this policy, and to search the limits of this policy. The author tries to give some suggestions to perfect this policy. It is helpful for forming a unified assistance policy.The study found that, this type poverty due to illness expenditure is common in Jing’an district of Shanghai. But because of narrow coverage, unbalancing between aid recipients of welfare supply and demand of recipients, low-efficiency, bad cooperation degree of welfare providers and policy of low degree of cohesion, this policy implementation effect is not good. On this basis, this article tries to make some reflection and summary in system design, the development pattern of personal account, forming the plural assistance, classification of aid and so on. These suggestions can perfect the living relief policy of family suffering illness expenditure-based poverty. |
