Research On The Effect Of Policy For Transformation Of Government Function At Shanghai Pilot Free Trade Zone

At present, China’s social and economic development is at a critical transition period, so the third plenary session of the eighteenth of CPC clearly put forward that it should deepen the reform of economic system and makes the market play a decisive role in the allocation of resources. With the gradual deepening of economic reform, the transformation of government functions has become more urgent, and promoting national governance systems naturally becomes an important part of comprehensively deepening reform. Obviously, as the key node of the national governance structure, the effectiveness of the government function transformation in administration will directly affect the quality and ability of governance system. Under the background of the new era, China (Shanghai) Pilot Free Trade Zone is set up for the attempt to expand and deepen the economic reform of China, which of course becomes the plot and showcase of the government function transformation, shouldering the task of the exploration.This research relying on existing policies, focus on the policy impact of government functions transformation in the China (Shanghai) Pilot Free Trade Zone. On the basis of target decomposition, policy collection and classification, this research can analyze the coverage in policy-formulation aspect with the Soft Systems Methodology, and analyze the impact in policy-implementation aspect with Stakeholder Theory, then summarize policy effect, problem and recommendation, pointing out the status quo and direction in terms of transformation of government functions. Objectively speaking, the China (Shanghai) Pilot Free Trade Zone has made phased policy effect in government function transformation, and current policies also have received some positive feedback in the formulation and implementation process. However, after the systematic policy analysis and evaluation, considering the feedback from multiple stakeholders, it is found that there are some gaps and weaknesses in the policy-formulation and also there are many deviations in the policy-implementation process.
