Research On The Policy Innovation Diffusion Of The Transformation Of Government Function At Pilot Free Trade Zone

Nowadays,our country is in the crucial period of economy system innovation,so the Party Central Committee and the State Council made the strategic disposition of establishment of the Pilot Free Trade Zone(FTZ).At present,there are 12 Pilot Free Trade Zones in China,distributed in the central,eastern and western China.The Pilot Free Trade Zone has formed a large number of institutional innovation achievements through practice and exploration,which have been continuously spread to the whole country and become a new growth point leading China's economic development.The institutional innovation of the transformation of government functions is particularly important,because one of the missions of the Pilot Free Trade Zone is to further promote the transformation of government functions in China.Therefore,the study on the institutional innovation diffusion of the transformation of government functions in the Pilot Free Trade Zone can deeply test how the institutional innovation has progressed and whether it has achieved the expected goals since the establishment of the FTZ.Chongqing is the only municipality city in China's inland region,so the establishment of the Pilot Free Trade Zone in Chongqing is the hope that the Chongqing Pilot Free Trade Zone can explore the institutional innovations that promote the transformation of government functions,expand the openness to the internal and external world,and drive the radiation of the surrounding areas.The post-event supervision system innovation is the core content of the government function transformation in the Pilot Free Trade Zone.Moreover,the post-event supervision system of the Chongqing Pilot Free Trade Zone has achieved the first results and spread across the country.Therefore,the post-event supervision system innovation diffusion in Chongqing Pilot Free Trade Zone is typical for the whole country.Therefore,this paper selects the post-event supervision system of Chongqing Pilot Free Trade Zone as a representative case.The article is composed of six parts.First of all,the introduction part briefly describes the background,significance and relevant content of the research at home and abroad,and introduces the research ideas,methods,technology roadmap,innovation and deficiencies.The second part is the definition of the research scope and the description of the theoretical basis of the paper.Combined with the innovation diffusion model of local governments and related policy innovation diffusion theory,it constructs the analysis framework of the localization policy innovation diffusion.The third part first discriminates the logical relationship between the institutional innovation of the Pilot Free Trade Zone and the transformation of government functions in the Pilot Free Trade Zone,then summarizes the specific content of institutional innovation of the transformation of government functions in the,and finally summarizes the current situation of the institutional innovation diffusion of the transformation of government functions in the Pilot Free Trade Zone.The fourth chapter takes the post-event supervision system of Chongqing Pilot Free Trade Zone as an example,and uses the policy innovation diffusion analysis framework to analyze the effect of the post-event supervision system innovation diffusion in Chongqing Pilot Free Trade Zone from three aspects,including the characteristics,driving factors and diffusion path of system innovation diffusion.The analysis found that the diffusion of institutional innovation has been recognized and adopted by most provinces and cities,but the implementation after diffusion has not been effective,such as the number of streamlining and surface adjustment of structure.Moreover,the innovation of the post-event supervision system in the Chongqing Pilot Free Trade Zone needs more publicity and strives to spread to a wider scope and even the whole country.Chapter five summarizes the institutional innovation diffusion model of the transformation of government functions in the Pilot Free Trade Zone and finds out the problems existing in the institutional innovation diffusion.The last chapter puts forward suggestions on the institutional innovation diffusion from the aspects of government belief system,supporting mechanism,promoting inter-governmental cooperation,broadening communication channels and enhancing local acceptance.
