The Research On The Collaborative Governance Of Chinese Government And Non-profit Organizations For Natural Disasters

Since the ancient times, human development has been accompanied by natural disasters. In recent years, along with the advancement of globalization and the industrial society, various natural disasters are happening around the world. We have suffered the attack of natural disasters including earthquake, extreme weather and landslide mud-rock flow. Due to the special geographical location, natural disasters occurs frequently, such as Wenchuan Earthquake, Massive debris flow in Gansu, and Wreck accident in the Yangtze River shocked us a lot. Natural disaster is one of the most prominent problems not only in our country but also in the world, which caused great threats to the country’s development and people’s life and property, and restricted the sustainable healthy development of the economy and society. Therefore, reasonable and effective management of natural disasters becomes an urgent task at present.Natural disaster governance is not only a basic function of the government, but also the unavoidable responsibility and duty of the government. However, due to the characteristics (paroxysm, complexity, diversity) of natural disaster, effective governance cannot be realized with the single help of the government, which puts forward severe challenges to the governance ability of our government. The management of natural disasters is a long-term and complex engineering which needs the power of the whole society to govern collaboratively. Under the background of deeper reforming and the modernization of national management system and ability, on one hand, the government should change functions according to the needs of development and innovate social management mode. On the other hand, as the nonprofit organizations boom, release energy and master the basic competence of society management, it becomes the inevitable choice for the government and nonprofit organizations to deal with natural disasters together. However, through reviewing research results home and abroad, scholars put more attention on collaborative governance of public crisis. In terms of the collaborative management of natural disasters, it needs to be further explored. In addition, scholars mainly explored the interaction of multiple subject cooperation governance from the perspective of collaborative subject, while did not conduct detailed studies on the cooperative governance of the government and non-profit organizations. Therefore, it is the inevitable choice for effective management of natural disasters to strengthen the cooperation governance of the government and non-profit organizations.Based on previous studies, this thesis with the title of "The research on the coordinated governance of Chinese government and non-profit organizations for natural disasters" analyzed the foundations of cooperation governance and focused on exploring the problems and strategies according to the theory of government functions, crisis management theory, synergy governance theory. On one hand, the thesis analyzed the problems existing in the process of collaborative governance, and tried to find out reasons from the angles of system space, government security and non-profit organizations themselves. On the other hand, on the basis of experiences and lessons of other countries, the thesis proposed some strategies about collaborative governance of the government and non-profit organizations dealing with natural disasters from the perspectives of system design, channel mode and collaborative subject.
