Studies On Community Correction In Qingyang District Of Chengdu City

Community correction system is the most popular penalty way, has the characteristics of non-Penalization and the non-imprisonment, formed a supplement to the prison type, has the obvious superiority in the functions of the. Foreign community correction is higher, the achievements and experience of the rich have achieved in theory and practice. Community correction in our country is still in the pilot phase of community correction, the theoretical research is still relatively immature, but our community correction practice there is still many shortcomings. This paper attempts to the western region of Qingyang District, Chengdu City as the research object, study on community correction work.Chengdu is China’s community correction of the pilot, after several years of accumulated has achieved some results and experience, but there are specific issues such as judicial practice, the author used the literature analysis, qualitative analysis, interview, etc., combined with sociology, psychology and other related theory, launched a study. This paper reviews the experience of foreign community correction system proposed relevant experience, and in Qingyang District of Chengdu City as the research object, analysis of Qingyang District community correction mechanism, duty, content, and a detailed analysis of the Qingyang District community correction work, find the Qingyang District completed the provision of community correction work, establish the correction object level management system to implement for assistance and education, the implementation of humane management, introduced some social forces to participate in community correction, corrective electronic monitoring, diversified supervision channels, and also made the effectiveness of the work. This paper also analyzes the problems in the community correction in Qingyang District, and considers that the legal construction of the rectification work is imperfect, community correction work, the implementation of community correction measures is poor, and the standard of community correction is single, and analyzes the causes of these problems. Finally put forward the suggestion to perfect the community correction, to improve the legal system of community correction, clear departmental responsibilities ensure close collaboration, the establishment of community correction evaluation mechanism, enhance the community correction workers professional level, actively mobilize to improve the participation of social forces, improve law enforcement measures, establish for assistance and education mechanism.
