Natural Disaster Emergencies Analysis And Countermeasures

China is a country prone to natural disasters and Sichuan is among the provinces prone to natural disasters in China. Wenchuan Earthquake took place on May 12,2008, which brought eternal grief into the people’s hearts, and at the same time, tested the government’s emergency management system and the fulfillment of the emergency management responsibility. The high frequency of natural disaster’s outbreak makes emergency management important, necessary and urgent. As historical, cultural, natural, economical, and political variations among countries, and differences among nations in terms of the emergency management system, operation mechanism, philosophy and resources, it is impossible for us to import directly other country’s experience, which makes it rational to produce our own evidence to support local decision-making.Based on practices of natural disasters emergency management, we collected the outbreak and monitory data and relevant geography information of natural disasters in Sichuan, and analyzed quantitatively the consequences, the profile and geographical distribution of the disaster, and further, carried out the case study, to discuss key issues of natural disasters’emergency management.It showed that, the loss of the disaster on the life and the property took on a descending trend on the whole, but with extremely high peak in great disaster years. The characteristics of the natural disasters included full spectrum, wide distribution, high frequency, huge loss, and significant time-space distribution. Successful experiences and weaknesses of our countermeasures coexisted. The rescue and relief work should focus on the following principles:people first and people’s livelihood preferred, prevention first and peacetime & wartime combined, unified leadership and classified management, level-to-level responsibility and territorial priority, strengthening the management and system regulation, fast and united reaction, scientific response and handling in accordance with the law, and strengthening training and relying on science & technology. The strategies should involve:planning and system construction, prevention of emergency outbreak, disaster mitigation and relief ability development, natural disasters prevention and reduction essential factors security, so as to improve emergency management practice, and finally contribute to economic and social comprehensive harmonious and sustainable development.
